In the first half of this year, Ningbo's cross-border e-commerce special supervision area exported goods worth RMB 2.57 billion, a year-on-year increase of 13.9%, accounting for 41.2% of the country and ranking first in the country.

In recent years, the global e-commerce market has developed rapidly. As a new form of foreign trade, cross-border e-commerce is becoming a new engine to promote the high-quality development of China's foreign trade. With the rapid growth of cross-border e-commerce export business at Ningbo Port, Ningbo Customs has broken through the traditional supervision model and pioneered the "enterprise data main responsibility + customs embedded supervision" mechanism-by deeply connecting with the enterprise warehouse management system (WMS), it automatically captures the full process data of goods entering the warehouse, sorting, leaving the area, etc., and converts 40% of documents from manual declaration to automatic filing in the system-realizing "data running" instead of "enterprise running".

"In the past, we needed to manually check the name and quantity of each shipment. Now the system automatically completes data matching, which greatly improves efficiency." Yu Xufeng, Executive Deputy General Manager of Ningbo Yaji Logistics Co., Ltd., who is inspecting the cross-border e-commerce export forward warehouse, said that through this innovative customs measure, not only the pain points such as complex manual management and long time-consuming cargo inventory have been solved, but also a closed management loop with "traceable source and controllable risks" has been built by digital means.

While innovating supervision models to improve the efficiency of customs clearance for enterprises, facing the complex and changing international economic and trade environment, Ningbo Customs has also established a dynamic monitoring and early warning mechanism for cross-border e-commerce exports. By setting up special policy consultation posts, it implements "one enterprise, one policy" precise services for key commodities and target markets, and provides enterprises with trade risk information and policy change reminders in a timely manner.

"The customs' early warning is like a 'navigator', allowing us to avoid the risk of policy changes in the international market in advance." Yu Xufeng said, "This kind of front-end service can help us effectively reduce the impact of trade frictions."
