Ningbo's First "Bonded R&D" Business Successfully Implemented

Recently, Ningbo Customs established the city's first "Bonded R&D" special account book for BYD Semiconductor Co., Ltd. in Ningbo. On February 27, the company's first batch of polyimide precursor solution for "Bonded R&D" arrived at the factory, marking the addition of a new member to Ningbo's "Bonded +" emerging business model. This initiative will bring tangible policy benefits to technology-driven R&D enterprises.

"Bonded R&D" refers to the business activities conducted by enterprises within comprehensive bonded zones, involving the importation of tangible materials, reagents, consumables, and samples for product research and development. The core of this model is the integrated use of policies such as duty-free import of R&D equipment and bonded materials, aimed at reducing R&D costs and fostering technological advancements.

Following the establishment of the "Bonded R&D" special account book, the company will engage in product R&D and design under this model, with multiple batches of imported raw materials eligible for bonded policies throughout the R&D cycle.

"'Bonded R&D' is akin to granting our company a 'specialized credit card,' allowing for the duty-free import of raw materials and equipment essential for research and development. This significantly reduces both time and financial costs in the R&D phase, thereby accelerating our R&D progress. Upon successful inspection of the R&D prototypes, mass production can commence, thereby bolstering our company's first-mover advantage and market influence," stated the project lead from the company's Technical Development Department.

To ensure the seamless implementation of the 'Bonded R&D' initiative, Ningbo Customs proactively engaged with enterprises, establishing a dedicated task force to conduct on-site visits to comprehensively understand the enterprises' R&D cycles, import material lists, and customs clearance challenges. They carried out targeted policy promotion, simulated testing around the establishment of the Bonded R&D account book and the import of the first batch of R&D products, streamlined the business process, and helped the enterprise fully benefit from the policy advantages.

"Ningbo Customs will continue to implement comprehensive reform measures for the high-quality development of the comprehensive bonded zone, vigorously support the cultivation of 'Bonded +' new business models such as Bonded R&D and Bonded Maintenance, and help private technology enterprises continuously move up the value chain and industrial chain," said Wang Jing, Section Chief of the Comprehensive Business Section Three at Ningbo Free Trade Zone Customs, a department under Ningbo Customs.
