China Inspection and Quarantine Times – The Integrated Management Information Platform of Ningbo Meishan Comprehensive Bonded Zone (hereinafter referred to as "the Integrated Platform") went live on August 14. As a key project of Ningbo Customs' Smart Comprehensive Bonded Zone Initiative, the platform intelligently aggregates, stores, classifies, integrates, and analyzes operational data from Customs, enterprises, and local governments, ushering Meishan Comprehensive Bonded Zone into a new era of “intelligent supervision”.
In recent years, with the phased release of 1 million square meters of warehousing space in Meishan Comprehensive Bonded Zone, cargo throughput has experienced exponential growth. For logistics and warehousing enterprises within the zone, Customs clearance efficiency is the lifeline of their operations. To enhance the zone's smart management capabilities, Meishan Customs, a subsidiary of Ningbo Customs, developed the integrated platform leveraging Internet of Things (IoT), big data, and cloud computing technologies. The "Zone Command Center" built on the platform provides a panoramic overview of business operations, utilizing massive data accumulation and manual-assisted mapping to establish a data recognition database. This enables real-time monitoring of cargo logistics and gate transit, intelligent analysis of warehouse status, and achieves centralized information management and logistics visualization. On the day of the platform's official launch, Meishan Customs officers activated the monitoring system with a simple click, instantly displaying clear tracking of container movements within the Comprehensive Bonded Zone, real-time visualization of operational progress through data dashboards, and a comprehensive overview of all enterprise information on the zone map.
"Previously, declarations required repetitive manual verification. Now the Integrated Platform automates the entire process, delivering truly frictionless Customs clearance for enterprises with a measurable reduction in labor costs," explained a representative from Ningbo Longfei Logistics Co., Ltd. The full integration of Integrated Platform with enterprise Warehouse Management Systems (WMS) has transformed traditional manual approvals into automated system validations, seamlessly embedding Customs oversight into daily operational workflows, enabling enterprises to complete all procedures remotely.
Ningbo Meishan International Cold Chain Co., Ltd. reported declaration processing times on the Integrated Platform reduced to just 2 minutes, with a 30 percent reduction in labor costs.
"Through multiple rounds of on-site enterprise testing and risk assessments, we immediately coordinated with regulatory authorities to resolve Customs declaration message discrepancies within the system in the trial phase, ensuring direct delivery of policy benefits to businesses," stated an official from the Comprehensive Business Division I of Meishan Customs. Currently, 30 enterprises in Meishan Comprehensive Bonded Zone have completed system transition. In the next phase, Meishan Customs will further advance smart Customs development by exploring digital twin technology applications to create holographic supervision scenarios, continuously improve Customs clearance facilitation, while promoting data interconnectivity among comprehensive bonded zones within the Yangtze River Delta to achieve regional and coordinated development and establish a new development pattern of "dual-circulation".
