On June 7, the third China – CEEC Customs Inspection and Quarantine Cooperation Dialogue was successfully held in Ningbo. In addition to the GACC, altogether 170 people attended the dialogue meeting including officials from 13 CEE countries and those alongside the China-European railways, representatives from the European Union Delegation in China, the OIE, the FAO of the United Nations, as well as Chinese representatives from the Ministry of Foreign Affairs , the Ministry of Agricultural and Rural Affairs, the National Health Commission, the State Administration for Market Regulation, the China Railway Group, the COFCO and 42 Customs directly under the GACC.
It is reported that the dialogue meeting was co-organized by the GACC and Ningbo municipal government after the government restructuring reform, showcasing the new customs and new image to the officials from the CEE countries and China-European railways, the international organizations and media journalists attending the meeting. In March 2018, the first meeting of the thirteen National People's Congress of China reviewed and adopted Institutional Restructuring Program of the State Council, incorporating the mandate and staffing of the entry exit inspection and quarantine of the former AQSIQ into to the GACC, embarking a new journey for the customs with Chinese socialist characteristics. The GACC has insisted on the principle of optimizing synergy and efficiency in promoting the institutional restructuring, and has carried out a preliminary integration of the business processes and links, by streamlining whatever possible, and merge whatever feasible, so as to promote the organic integration of enhanced supervision and optimization of services, and release the initial dividend of the reform. In terms of national border security control, the GACC will add the responsibilities of health quarantine, animal and plant quarantine, commodity inspection, import and export food safety supervision on the basis of the original safe entry (exit) and taxation risk prevention and control, and carry out the whole chain management, enhanced intelligent supervision and precise regulation through the establishment of information gathering, optimization of efficiency and coordination of risk prevention and control system, and will better implement the overall national security principle. With regard to the promotion of trade facilitation, relying on the overall framework of the "two centers and three systems" of the national customs clearance integration, the inspection and quarantine operation will be integrated in an all around manner nationwide, optimizing the operation process and reducing the unnecessary operational links and formalities, so as to reduce the cost of customs clearance and improve the efficiency. With regard to the improvement of the administrative management efficiency, according to the requirements on optimization, synchronization and efficiency, the two teams are integrated into one, the two sets of seals are reduced to one set, the two windows are merged into one, and the separate law enforcement is combined into one, and the reform of "Administration Delegation" is implemented. Since April 20th, the new Customs of China has made its debut and the frontline law enforcement officials from the 306 opened up ports in China started operation in the name of the Customs, applying one time handling for port clearance. The entry and exit of passengers is more convenient, and the cost of import and export of goods is reduced while efficiency is increased.
"The incorporation of the mandate and staffing of entry exit inspection and quarantine of the AQSIQ into the GACC" is a major measure to promote the formation of a new and open-up pattern adopted by the State Council and the Central Committee of the CPC, and an important achievement from the years of promotion of the reform for the big port clearance, and a great initiative in accordance with the development of international trade under the new situation, and will provide a Chinese solution to the construction of the global import and export commodity supervision and management system, and contribute the China wisdom to the facilitation of world trade. The new customs will make all efforts to build a new customs clearance mechanism, through the integration of institutional settings, optimize the function matching, and reengineer the customs operation process, so as to create an advanced, and internationally competitive customs supervision mechanism, improve the modernization level of the governance capacity and governance system for the customs, and accommodate the needs of building a new and open pattern. We will implement the overall national security principle, adhere to the people centered development concept, and strengthen supervision and optimize services, promote the "five integrations" of the declaration documents, the operating system, the risk study, the order dispatch and the field law enforcement, and improve the risk prevention and control capacity and the customs clearance efficiency, create a stable, fair, transparent, legitimized and predictable business environment, lower the institutionalized transaction cost of import and export links, and raise the sense of gain for import and export enterprises and community. In the near future, the import and export enterprises will be able to feel the improved efficiency in clearance through the new Customs of China. The overall time needed for customs clearance will be further reduced by 1/3, and the supervision efficiency will be better, and new achievements will be expected on the deepening of comprehensive tax treatment, high pressured counter smuggling, strengthening technology trade and safeguarding the security of the country; the business environment will be better and the reform of the integration of customs clearance will be deepened continuously, and international cooperation on big clearance will be fully promoted.
