In order to strengthen China-CEEC cooperation in customs inspection and quarantine of food and agricultural products, guarantee the safety of imported and exported food and agricultural products, protect the natural environment and human health and facilitate trade of food and agricultural products, according to the spirit of The Budapest Guidelines for Cooperation between China and Central and Eastern European Countries, the representatives from “16+1” countries who attend the Third China-CEEC Customs Inspection and Quarantine Cooperation Dialogue jointly determine the 2018-2020 Action Plan for China-CEEC Customs Inspection and Quarantine SPS Cooperation.
I. Build a mechanism of information notification and liaison.
Build a China-CEEC “16+1” SPS state liaison point, and the liaison point should be set at Ningbo Customs; establish the terms of reference for the liaison point, coordinate and implement the resolutions and consensus reached on China-CEEC SPS cooperation; set up food safety working group and animal and plant health inspection and quarantine working group, promote the compatibility of SPS systems, share SPS information, and properly handle emergencies.

II. Establish a consultative mechanism for regular meetings.
Hold China-CEEC Customs Inspection and Quarantine Cooperation Dialogue in Ningbo, China once every year; summarize the achievements of China-CEEC, inspection and quarantine cooperation, trade facilitation and the operation of SPS liaison point; develop China-CEEC negotiation on the aspects of food and agricultural product access.
III. Optimize China-CEEC Customs Inspection and Quarantine Cooperation Web.
Add the SPS section in China-CEEC Customs Inspection and Quarantine Cooperation Web (www.chinaceecqsiq.gov.cn), and open SPS presentation columns for 16 CEECs to release and share their laws, regulations, technical standards and measure system regarding SPS; use the information system to disclose the information of quarantine access, trade data, epidemic disease and so on in China and CEECs.

IV. Strengthen standard cooperation and services.
Strengthen China-CEEC cooperation and communication in the aspects of inspection and quarantine laws, regulations, technical standards and measure system and set up a platform for inquiring the inspection and quarantine standards of various countries within three years.

V. Accelerate inspection and quarantine access to the Chinese market.
Based on the platform of China-CEEC Customs Inspection and Quarantine Cooperation Dialogue , discuss the subject of inspection and quarantine access of food and agricultural products to Chinese market, publicize the Chinese inspection and quarantine requirements for imported food and agricultural products, establish related protocol or memorandum regarding the inspection and quarantine requirements for food and agricultural products, and try to complete the inspection and quarantine access procedure for 1-2 products every year, accelerate the process for CEEC food companies to register in China, increase the number of qualified CEEC food companies registered in China, enhance the policy publicity and training of the access of food and agricultural products exported to China and the registration of food companies.

VI. Promote smooth trade.
Strengthen cooperation on electronic certificates, and gradually realize bilateral and multilateral online verification of related certificates involving SPS in China and CEECs (such as animal health/quarantine certificates, phytosanitary certificate, fumigation/disinfection certificate, etc.); actively explore measures to realize fast customs clearance of food and agricultural products exported from CEECs to China.

VII. Others
China and CEECs shall conduct cooperation, communication and research on other projects with common interests.
