The Common Vision Announced by the 3rd China-CEEC Customs Inspection & Quarantine Dialogue

On June 7, The Common Vision of the 3rd China-CEEC Customs Inspection & Quarantine Dialogue(hereinafter referred to as the Joint Vision)was announced, all countries will enhance collaboration in customs inspection and quarantine cooperation on food and agricultural products, import-export food and agricultural products safety, protection of ecological environment and human health, and promotion of international trade facilitation for food and agricultural products. 
All countries will form an international joint governance on food and agricultural product safety, strengthen cooperation in inspection and quarantine of food and agricultural products, and promote the consistency and coordination of the supervision and control measures on import and export food and agricultural product safety, especially in the management and assessment of risks with toxic and hazardous substances and pests, epidemic monitoring, detection of toxic and hazardous substances, identification of hazardous pests, and establish long, stable, and efficient information exchange and consultation mechanisms, and promote the inspection and quarantine cooperation between China and CEEC.
In the areas of trade facilitation that are of concern to all parties, all countries will expedite the inspection and quarantine access process for food and agricultural products, establish a more efficient evaluation system in the field of prevention and control of animal and plant diseases, increase the efficiency of inspection and quarantine access, enhance mutual trust, and enhance the efficiency and scientific nature of the risk assessment for food and agricultural products. Actively refer to the international guidelines developed by international organizations such as OIE, IPPC, CAC, and WTO SPS Agreement, to further promote trade facilitation.
The Common Vision also proposed to establish a consultation mechanism for regular meetings and hold regular meetings on customs inspection and quarantine cooperation on issues of common concern, including further cooperation in the field of inspection and quarantine e-certificates, increasing the exchange of inspection and quarantine technical experts for the import and export of food and agricultural products, strengthening the exchange of information ,experience sharing, and joint actions to promote regional and international cooperation in inspection and quarantine of food and agricultural products.
This dialogue is based on the '16+1 Cooperation', aiming to promote the 'Belt and Road Initiative' interconnection and comprehensively enhance the China-CEEC inspection and quarantine cooperation in food and agricultural products. It is worth mentioning that all parties will explore the construction of the 'China-CEEC Inspection and Quarantine Pilot Zone for Trade Facilitation ', and inject new vitality into the regional economic prosperity.” The official from the General Administration of Customs of China introduced.
