In recent years, back-to-school supplies have continued to evolve - transitioning from traditional writing instruments to paperless learning supplies, and from rolling suitcases to electric erasers. The variety of goods has expanded considerably, with items of different materials and functions corresponding to clearly defined Harmonized System (HS) codes under Customs regulations. The following guide outlines the classification criteria for typical back-to-school supplies.

I. Bags & Organizers

(I) Rolling Suitcases

Rolling suitcases, whose common materials include lightweight polycarbonate (PC) plastic, acrylonitrile-butadiene-styrene (ABS) plastic, and Oxford cloth, with sizes ranging from 18 to 28 inches to accommodate varying needs, are a practical choice for students on the go. Luxury rolling suitcases may come with combination locks, silent multidirectional wheels, and expandable designs. Some are even fitted with integrated charging ports and GPS tracking, enhancing travel security and convenience. When selecting a rolling suitcase, it is advisable to check the stability of the telescopic handle and prioritize PC material for its durability, impact resistance, and lightweight properties. Bags with exterior surfaces made of plastic or textile are generally classified under HS code 4202.1290.

(II) Pencil Cases

Pencil cases come in both structured and flat designs, from simple single-compartment styles to multi-section organizers suited for different uses. Many include hidden hooks for attaching to desks or backpacks. Nylon options are lightweight and durable, while polyurethane (PU) leather gives a premium touch, and clear mesh styles allow easy viewing of contents. Some pencil cases also feature squeezable silicone surfaces for both organization and stress relief. Containers with outer surfaces made of plastic or textile are typically classified under HS code 4202.9200.

(III) Student Backpacks

Student backpacks are designed with ergonomics in mind, as back panels of such backpacks often use breathable mesh and ethylene-vinyl acetate (EVA) cushioning that conforms to the body’s shape, promoting even weight distribution and reducing strain on the spine. With S-curve shoulder straps, load can be distributed effectively. Additionally, backpacks feature well-organized compartments for easy access, including a dedicated laptop sleeve, side pockets for water bottles, interior pen organizers, and hidden security pockets, with many even equipped highly reflective strips for improved visibility and safety at night. Bags with exterior surfaces made of plastic or textile are generally classified under HS code 4202.1290.

II. Writing Instruments

(I) Heat-Erasable Gel Pen

Composed of a refill and barrel, the pen’s refill consists of a ball point, ball seat, ink reservoir, and ink follower. It employs thermo sensitive ink that lightens when temperatures rise above 60°C, while erased text reappears if cooled below -18°C. The eraser at the tail generates friction-induced heat against the paper, turning the ink transparent to create an “erased” effect, blending practicality with fun. As a type of ballpoint pen, heat-erasable gel pens are generally classified under HS code 9608.1000.

(II) Electric Eraser

Using a high-speed rotating eraser tip for efficient mark removal without damaging paper, electric eraser designed with an oversized button for instant operation, includes multiple replaceable eraser refills suited for both detailed homework corrections and large-area sketch cleaning. It features a low-noise motor that is not only quiet but also high-performing, ensuring smooth operation with minimal vibration. Available in both battery-operated and rechargeable models, electric erasers are categorized as other office machines and generally fall under HS code 8472.9090.

(III) Pencil

Pencils typically feature triangular or hexagonal barrels for slip resistance and roll prevention. The lead core made from graphite and clay, ranges from hard (H grades) to soft and black (B grades), meeting diverse writing needs. Standard and mechanical pencils are generally classified under HS code 9609.1010.

Note: Mechanical pencils differ in construction from conventional pencils, featuring advanceable lead cores in single- or multi-chamber designs. Mechanical pencils, including any spare lead cores contained within, are generally classified under HS code 9608.4000.

III. Paperless Learning Solutions

(I) Tablet Computer

Functioning as a mobile learning hub, tablets are ideal for both attending online classes and taking notes. The split-screen feature allows users to consult references while jotting down ideas, with stylus support offering an authentic paper-like writing, note-taking, and drawing experience. Mega cloud storage space facilitates the archives of learning materials across multiple stages, and some models come pre-loaded with abundant course resources. Additionally, low blue light technology helps alleviate eye fatigue caused by prolonged use. Tablet computers are generally classified under HS code 8471.3010.

(II) Stylus Pen

Designed to resemble a conventional pencil, the stylus is intended for use with tablets, connecting via Bluetooth to enable touch interaction. The tip incorporates two tilt sensors capable of recognizing writing, shading, and tapping gestures. It also contains sophisticated pressure sensors that accurately gauge the pressure applied to the tip of the stylus, allowing pixel-level precision. Besides, its magnetic cap includes a charging interface. Stylus pens are classified as parts and accessories of machines under heading 84.71, generally falling under HS code 8473.3090.
