Xi'an Customs Streamlines Supervision Procedures-"One-Stop" Departure for Used Car Exports

Recently, at the inspection area of Xi'an Used Car Export One-Stop Service Center (hereinafter referred to as the "One-Stop Service Center"), vehicles awaiting export via the China-Europe Railway Express (Xi'an) were queued up orderly for inspection.

The One-Stop Service Center is located in the South Freight Yard of Xi'an Guojigang Railway Station. As a key component of the Xi'an Assembly Center for China-Europe Railway Express, the center aims to establish a used car export hub for Belt and Road partner countries. The 10,000 m2 hub currently operates four inspection lanes with a daily throughput of 80-100 vehicles. It provides comprehensive one-stop services including vehicle registration, temporary license processing, pre-export transfers, China-Europe Railway Express (Xi'an) loading, customs clearance, bonded zone consolidation, port-of-departure tax rebates, and vehicle deregistration - streamlining the entire used car export process. Since its inauguration in February 2024, the One-stop Service Center has catered to 82 automotive trade enterprises including Shaanxi Foreign Trade and Economic Cooperation Co., Ltd., processing over 5,700 transactions covering vehicle registration, pre-export transfers, and motor vehicle deregistration.

"Previously, vehicle documentation required visits to three or four different agencies like the DMV, tax bureau, and customs," said Wei Kai, General Manager of Xi 'an Qinbao Luoji E-commerce Co., LTD. "The One-stop Service Center not only streamlines pre-export formalities but also handles post-export vehicle deregistration and tax rebates. All procedures can be completed within one business day, with refunds issued within three working days."

Leveraging the advantages of the China-Europe Railway Express (Xi'an) corridor, the comprehensive bonded zone platform, and the port-of-departure tax refund policy, Xi'an Railway Station Customs under Xi'an Customs has continuously optimized the regulatory process for used vehicle exports. By deepening tax and fee reductions, it has streamlined the documentation required for enterprise declarations and guided businesses in effectively utilizing the bonded zone entry tax refund and land port-of-departure tax refund policies. As a result, the tax processing time for enterprises has been reduced from one month to just 2–3 days. From January to May this year, the center processed 404 new vehicle registrations, 418 export transfers, and 1,161 de-registrations. Through Xi'an Railway Station Customs, a total of 27,000 complete vehicles and complete knock-down (CKD) parts were exported, with a total value of RMB 1.63 billion. Of these, 2,387 new energy vehicles (including used vehicles) were exported, valued at RMB 390 million.

"The used car export business has emerged as a new highlight in Xi'an's open economy development. Moving forward, we will further leverage the efficiency of the integrated customs supervision model for China-Europe Railway Express export cargo at the port area. We will innovate and advance the 'used car exports + China-Europe Railway Express + comprehensive bonded zone consolidation + departure port tax rebate' supervision model, supporting Xi'an International Land Port in establishing a used car export consolidation hub for Belt and Road partner countries," stated the director of Xi'an Railway Station Customs.
