
On June 7, the 3rd China-CEEC Customs Inspection and Quarantine Cooperation Dialogue was held in Ningbo. At the meeting, representatives of the "16+1" countries attending the dialogue jointly established the " 2018-2020 Action Plan for China-CEEC Customs, Inspection & Quarantine SPS Cooperation " (hereinafter referred to as the "Action Plan") with a view to strengthening China. – CEEC cooperation on inspection and quarantine of food and agricultural products, safeguarding the safety of import and export of food and agricultural products, protecting the ecological environment and human health, and promoting the trade facilitation of international food and agricultural products.
It is understood that the "Action Plan" will further strengthen the close cooperation among all countries. Through the establishment of the national consultation and contact point of China-CEEC “16+1” SPS at Ningbo Customs, a food safety technical working group and an animal and plant inspection and quarantine technical working group were established to promote the compatibility of the SPS system and proper handling of emergencies. In addition, the China-CEEC Customs Inspection and Quarantine Cooperation Dialogue will be held regularly in Ningbo in the future to sum up the cooperation achievements, inform the progress with the construction of the Trade Facilitation Inspection and Quarantine Pilot Zone and the operation of the SPS Contact Point, and carry out the China-CEEC consultation on access of food and agricultural products from the CEEC and other issues.
"In the China-CEEC Trade Facilitation Inspection and Quarantine Pilot Zone, China Customs will actively explore the rapid clearance of food and agricultural products imported from the Central and Eastern Europe, establish a national inspection and quarantine standard query platform within three years, strengthen e-certificate cooperation, and gradually promote the materialization of bilateral and multi-lateral networked verification for the SPS-related certificates, said the official in charge from the General Administration of Customs of China.
It is worth noting that promoting the smooth flow of trade has become a theme word of the Action Plan. Relying on the platform of the China-CEEC Customs Inspection and Quarantine Cooperation Dialogue, all countries will further negotiate the access issues for inspection and quarantine of food and agricultural products, publicize the inspection and quarantine requirements for exported food and agricultural products to China, actively carry out technical exchanges and communication, and form a protocol or MOU on the inspection and quarantine requirements for food and agricultural products, strive to complete product inspection and quarantine access procedures for 1-2 products each year. It can be foreseen that the process of registration of food and agricultural product suppliers from the CEEC in China will be further accelerated, and the high quality food and agricultural products from the CEEC will satisfy the needs of the Chinese people.
