On July 12, a China-Europe Railway Express train carrying cargo such as split mobile air conditioners and bicycle frames gradually departed from the Shenzhen Pinghu South National Logistics Hub, heading for Duisburg, Germany.

"Since the start of this year, the introduction of the Export Railway Fast Clearance mode by Shenzhen Customs has significantly enhanced the efficiency of customs document processing for these train services. The Green Channel, through which an immediate inspection upon arrival is provided by Shenzhen Customs, ensures timely cargo loading onto trains, reducing port dwell times and better accommodating clients' delivery schedules," explained Liao Shurong, the General Manager of Xiamen Trans-China Multimodal Transport Co., Ltd.

Reportedly, the Railway Fast Clearance mode allows enterprises to manage procedures such as consolidation, subdivision, and modifications of manifest directly at local customs. Customs authorities oversee the electronic railway manifest data through review, release, and verification processes, ensuring effective supervision of transit transportation for import and export cargo. This approach eliminates the need for separate declarations and procedures for transit and verification, consequently reducing enterprises' declaration costs and enhancing the efficiency of freight train logistics operations.

To promote the advanced development of the China-Europe Railway Express (Shenzhen), Shenzhen Customs has proactively implemented measures to optimize the business environment. These measures include establishing a swift coordination mechanism, providing individualized guidance to enterprises for prompt declarations, intensifying compliance support for train operators, and fostering their awareness and adherence to proper declaration practices. A dedicated service desk has been established to streamline and complete customs clearance procedures in a single instance, significantly accelerating the processing of all rail-related operations. Additionally, around-the-clock appointment-based inspections have been implemented to ensure timely arrival, inspection, and release of normal cargo. Additionally, Shenzhen Customs supports operations for train enterprises to establish new routes across the Caspian Sea, innovate by integrating "cross-border e-commerce + premium trains", and implement efficient services like the "Railway Fast Clearance" mode and "manifest consolidation" to maximize policy benefits.

At present, the China-Europe Railway Express (Shenzhen) has launched 27 export routes, departing through multiple border ports such as Alashankou, Horgos, Manzhouli, Erenhot, and Tongjiang North, reaching 47 countries and regions, including Duisburg in Germany, Prague in the Czech Republic, and Milan in Italy.

During the first half of this year, the China-Europe Railway Express (Shenzhen) operated a total of 85 export trains, transporting 44,000 tons of cargo, reflecting annual increases of 11.8% in train numbers and 4% in cargo volume, reaching a trade value of RMB 2.5 billion.
