Zhejiang Completes First Online Filing for High-Tech Goods Inspection, Covering Vacuum-Sealed Items

The special Customs inspection model for high-tech goods requiring special packaging such as vacuum sealing, introduced by the General Administration of Customs as a trade facilitation measure, offers safer and more efficient inspection procedures for high-tech products with specific packaging requirements. These include vacuum-packed, light- and dust-proof, and temperature-controlled items. Under this model, imported high-tech goods may be transported to conduct inspection at the local Customs district, while exported products can be examined using non-intrusive methods such as machine inspection or visual checks. This helps prevent potential damage to product performance and quality caused by unpacking in standard environments.

To improve supervision mechanisms for high-tech goods and support the high-quality development of high-tech industries, the General Administration of Customs has rolled out a filing model via the China International Trade Single Window, which features a fully online review process. This allows enterprises to complete all filing procedures from their offices without the need for an in-person visit.

Zhejiang Sunwoda Electronic Co., Ltd., a national high-tech enterprise specializing in computers, communications, and other electronic equipment manufacturing, supplies components for smartphones and communication devices.When Jinhua Customs, a subsidiary of Hangzhou Customs, visited the company under the “Customs Chief Visits Enterprises for Policy Briefings” program, itrealized enterprises’ actual situation concerning large volume of imported raw materials, high batch frequency, rapid production turnover, and urgent clearance needs. Officials from the Customs recommended the special inspection model for high-tech goodsrequiring special packaging such as vacuum sealing and provided one-stop guidance through the application, filing, and Customs declaration process.

“We import sealants via air cargo on a regular basis. Given the specific properties of these goods, they must be stored and transported at -20°C. The new inspection model, by avoiding the risks of damaging product quality during the unpacking process at the port, perfectly suits our needs,” explained Liu Biao, head of the company’s Customs affairs department.

Hangzhou Customs continues to promote the special inspection model for high-tech goods, such as those with vacuum packaging, to support the growth of Zhejiang's industrial clusters in high-end equipment, integrated circuits, biopharmaceuticals, and other sectors. Statistics show that, up to now, 48 companies within the Hangzhou Customs district have now completed the filing process, with high-tech goods valued at more than 1.478 billion yuan having benefited from this policy facilitation.
