Panjin Rice Bran Oil Makes Inroads into Europe

Recently, under the supervision of Panjin Customs, an agency of Dalian Customs, 13.6 metric tons of Panjin rice bran oil has successfully passed inspection and cleared customs. This shipment is slated for export to Poland through Dalian Dayaowan Port, marking the first vegetable oil products from the Panjin region have been exported to Europe.

Panjin City, located in Liaoning Province, is a significant rice cultivation and processing region in China, with an annual production of rice bran exceeding 100,000 metric tons. Rice bran is abundant in vegetable oils, and the refined rice bran oil extracted from it is rich in the unique compound, gamma-oryzanol.

"To meet the needs of Panjin's agricultural and food product enterprises in expanding their international market presence, we have innovatively developed a 'three deliveries, three stabilities' service system," stated Zou Deyan, Chief of Inspection Section 1 at Panjin Customs. "This system provides on-site policy guidance to stabilize expectations, offers technical support to ensure safety, and delivers strategic advice to secure orders, helping more 'Panjin quality products' expand their global reach." .

To boost the export of Panjin's specialty agricultural and food products, Panjin Customs has launched a comprehensive "policy package." This initiative includes guiding enterprises through base registration and recommending overseas registration, alongside advising them on enhancing their self-inspection and self-control systems and refining production R&D processes. The Customs also conducted comparative analyses of tariff reduction provisions under various agreements and differences in rules of origin, assisting enterprises in scientifically selecting the "optimal benefit combination" for preferences. This effort aims to assist enterprises in building a production and sales pattern encompassing "RCEP countries, emerging markets, and domestic market." Furthermore, Panjin Customs offers online services such as filing "online registration," "cloud certificate issuance," and "self-service printing" for Certificates of Origin. It also promotes business-friendly measures such as "appointment-based inspections plus priority certification issuance" to improve efficiency and reduce costs.

According to statistics, Panjin Customs oversaw the export of 19,300 metric tons of agricultural and food products worth 259 million yuan from January to August this year. This represents year-on-year increases of 37% and 20% in value, respectively. (By Song Panlin)
