The Announcement is hereby issued to further enhance the traceability management of imported agricultural products and improve Customs clearance efficiency, pursuant tothePeople's Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementing regulations, as well as other relevant provisions, outlining the following requirements for the declaration management of overseas enterprises pertaining to imported agricultural products:
I. Pursuant to the International Standard for Phytosanitary Measures (ISPM), the General Administration of Customsconducts sanitary and phytosanitaryrisk analysis for imported agricultural products. In alignment with international practices, the General Administration of Customs establishes and publishes a Catalog of Inbound Agricultural Products Requiring Official Recommendation and Registration from Exporting Countries (hereinafter referred to as the Catalogue). The Catalogue is publicly accessible for query at: http://dzs.customs.gov.cn/dzs/2747042/6787828/index.html. Importers shall ensure that any agricultural products imported under the Catalogue originate from overseas enterprises with a valid registration status as published by the Customs.
II. The list of registered overseas enterprises is accessible through the "Quarantine Registration List of Overseas Animals and Plants and Relevant Products" at http://dzs.customs.gov.cn/dzs/2747042/6787828/index.html, or alternatively via the Animal and Plant Quarantine Search" function under the "Search" section ofthe integrated online service platform of "Internet plus Customs" athttps://online.customs.gov.cn/ociswebserver/pages/dzjxxcx/index.html.
III. When declaring the import of agricultural products listed in the Catalogue, importers shall accurately enter the Chinese registration number (also referred to as the Chinese registration number assigned to the overseas enterprise) of the relevant overseas enterprise in the "Product Qualification" section of the Customs Declaration Form or the Record-filing List. This number must be specified in the certificate field for "Registration of Overseas Enterprises for Production, Processing, or Storage of Imported Animals, Plants and their Products" (License Category Code 302). For a single declaration covering multiple Harmonized System (HS) line items, the corresponding Chinese registration number for the enterprise associated with each item must be entered line by line.
This Announcement is hereby issued and shall come into effect on December 15, 2025.
