In order to implement the deployment of the Party Central Committee and the State Council to further deepen comprehensive reforms, safeguard national security, and promote trade facilitation, the GACC has decided to fully promote this customs clearance model on the basis of the pilot reform and optimization of the "two-step declaration" for imported goods carried out in the early stage. The relevant matters are hereby announced.
