Description of content: The draft Regulation amends Annexes IV and V to Implementing Regulation (EU) 2019/2072.

Major points to be highlighted:

  • Change in scientific names of pests;
  • Change on the format of Annex V into table for all Parts, in order to allow for third countries to indicate in the phytosanitary certificate the relevant measure applied, in line with Article 71(2) of Regulation (EU) 2016/2031, as amended by Regulation (EU) 2024/3115;
  • Addition, in Annex V, of the option for the introduction of plants into the Union, not only movement within the Union, for Xanthomonas arboricola pv. pruni (Smith) Vauterin et al. in Part C, Dothistroma pini Hulbary, Dothistroma septosporum (Dorogin) Morelet, Lecanosticta acicola (von Thümen) Sydow and Phytophthora ramorum (EU isolates) Werres, De Cock & Man in 't Veld in Parts C and D, Pucciniahoriana P. Hennings, Aculops fuchsiae Keifer, Opogona sacchari Bojer, Rhynchophorus ferrugineus (Olivier), Impatiens necrotic spot tospovirus and Tomato spotted wilt tospovirus virus in Part C, Cryphonectria parasitica (Murrill) Barr. in Part D, Fusarium Link (anamorphic genus), other than Fusarium oxysporum sp. albedinis (Kill. & Maire) W.L. Gordon and Fusarium circinatum Nirenberg & O'Donnell, Helicobasidium brebissoni (Desm.) Donk, Stromatinia cepivora Berk. and Tomato spotted wilt tospovirus in Part H;
  • Addition, in Annex V, of the option of area free for of Ditylenchus dipsaci (Kuehn) Filipjev in Parts A, C, E and H, Candidatus Phytoplasma solani Quaglino et al., Chrystantemum stunt viroid and Potato spindle tuber viroid in Part C, Verticillium dahliae Kleb in Parts H and J, and Verticillium nonalfalfae Inderbitzin, H.W. Platt, Bostock, R.M. Davis & K.V. Subbarao in Part J.
