The 8th China International Import Expo (hereinafter referred to as "the 8th CIIE") is scheduled to convene in Shanghai from November 5 to November 10, 2025. This interpretation guide is presented in a Q&A format, addressing public concerns regarding instructions for customs clearance and facilitation measures for the 8th CIIE, ensuring the effective implementation of these measures.
Q1: I am an international exhibitor attending the CIIE for the first time, and I am unfamiliar with the relevant customs policies. How should I proceed?
A: The General Administration of Customs (GACC) has issued "Notice on Customs Clearance for the 8th CIIE 2025" and "Facilitation Measures for Customs Support for the 8th CIIE 2025" to offer comprehensive guidance for international exhibitors.
Q2: Is it mandatory to provide a customs deposit for each customs declaration form?
For temporary entry exhibits at the CIIE, the National Exhibition and Convention Center (Shanghai) Co., Ltd. will furnish Shanghai Customs with a bank guarantee or tariff guarantee insurance to cover tax guarantees. Foreign exhibitors or their designated transportation service providers at the main venue are not required to submit tax guarantees to the Customs. This exemption is granted upon presentation of the Certificate for Entry Materials at the 8th CIIE 2025 and the List of Entry Materials at the 8th CIIE 2025, which are to be issued by the National Exhibition and Convention Center (Shanghai) Co., Ltd.
Q3: What is the time frame required for exhibits under the ATA Carnet to be re-exported?
Since the inception of the 1st CIIE in 2018, the re-export period allowed for temporary entry cargo under the ATA Carnet, as endorsed by the Customs, aligns with the validity duration on the carnet. This practice has become a standardized regulatory support measure.
Q4: How effective is the customs clearance process for exhibitors and exhibits at official entry and exit ports?
The Customs provides VIP courtesy channels, dedicated customs declaration windows for entry exhibits, and dedicated inspection pathways for the CIIE at key ports. These are to expedite customs procedures, including declaration, inspection, sampling, and testing, ensuring immediate clearance and release.
Q5: Are animal and plant products, as well as foods without quarantine clearance, permitted for exhibition participation?
A: Animal and plant products and food products derived from them originating from non-infected areas but lacking import inspection and quarantine clearance may be permitted for exhibition entry. Quarantine approval, if necessary, will be facilitated under the authorization of GACC through special consent by Shanghai Customs.
Q6: What are the differences in this year's facilitation measures compared to those of past CIIEs?
To broaden the scope of bonded exhibition and trading activities, this year, we introduce a special support measure. Enterprises situated in special customs control areas registered with the Customs, bonded logistics centers (Type B), or other qualifying supervised bonded places approved by the GACC (hereinafter referred to as "areas and sites") can secure bonded cargo with guarantees and then transfer it outside these areas and sites for display, sale, and related commercial activities. This adjustment addresses the widespread interests of exhibitors, aiding in the inclusion of more eligible products in the showcase, thereby expanding the scale and influence of the CIIE.
