Lyu Daliang, the spokesperson of the General Administration of Customs (GACC) and Director General of the Department of Statistics and Analysis, announced that to implement the resolutions of the Party Central Committee and the State Council, GACC initiated a special operation in April this year aimed at enhancing cross-border trade facilitation. This operation, in collaboration with 20 departments and 25 pilot cities, emphasized the thorough implementation of 29 measures. Currently, significant progress has been observed, as reflected in the following aspects:
The policy provisions have been reinforced. Enterprise demands were effectively addressed to support the growth of emerging industries. The catalogue for bonded repair products within comprehensive bonded zones was revised and improved. The national bonded repair business witnessed an import and export value of RMB 256.99 billion in the first half of the year, marking an increase of 7.5%. The "Lithium Battery Recycling Packaging Inspection Mode" pilot project was expanded, and classified oversight was implemented for "medicine and food homology" product trials.
Cross-border logistics has demonstrated accelerated growth. Supervisory practices were refined, customs procedures streamlined, significant developments made in railway rapid customs clearance services, and continued enhancements made in the operational efficiency of aviation ports. Monitoring and coordination of container loading and unloading volume fluctuations at pivotal ports have been enhanced. Innovation has deepened in supervisory measures such as "direct pick-up alongside ship," "direct loading upon arrival," and "departure confirmation." Cohesive systems like "single-waybill system" and "single-container system" for integrated rail-sea transportation networks have been actively promoted. During the first half year, national waterborne import and export container handling totaled 67.41 million TEUs, marking an 11.3% year-on-year increase.
The trade environment has improved significantly. Active advocacy for global collaboration in cross-border trade simplification has been advanced by partnering with the World Customs Organization to establish the Global Smart Customs Online Cooperation Platform, which has now been joined by customs authorities from 141 countries and regions. Leveraging the "Single Window" mechanism in international trade, bidirectional "One Declaration, Dual Reporting" processes for imports and exports have been implemented. Online exchanges of electronic certificates with integrated verification have been facilitated, ensuring real-time information updates and seamless resource sharing.
The customs clearance costs have been lowered. Advanced collaboration for enterprises designated as "Authorized Economic Operators" (AEOs) has been fostered, providing financial credit, loan guarantees, and export insurance relief. As a result, 3,776 instances of this privileged facilitation have been implemented. The "domestic & foreign trade on the same vessel" initiative has been expanded, and measures have been actively implemented to decrease logistics expenses across the community.
