Since the inception of the China-CEEC Cooperation Mechanism 13 years ago, Shandong's economic and trade collaboration with CEECs has thrived, demonstrating significant growth in trade statistics. According to statistics, from January to May this year, Shandong Province exported products worth RMB 22.49 billion to CEECs, marking a year-on-year increase of 19.7%. Qingdao, being the forefront city of Shandong's international engagement, showcases enterprises that contribute robustly to economic and trade cooperation with CEECs through dynamic energy and innovative actions.
In the workshop of Nexen Tire (Qingdao) Co., Ltd., located in Laixi City, Qingdao, machines operate ceaselessly, and all production lines are functioning seamlessly. A batch of semi-steel radial tires, weighing 18.9 tons, has been systematically arranged in the warehouse. After meticulous inspection by customs officials, these products are prepared for sea export to the Czech Republic.
Nexen Tire (Qingdao) Co., Ltd. is a specialized enterprise focusing on the manufacture, production, and sales of tires. In recent years, the company has intensified its endeavors in technological research and development, product innovation, and market expansion, establishing a comprehensive industrial technology system encompassing high-performance passenger car tires, commercial vehicle tires, aviation tires, and specialized tires.
Currently, the company's products have not only maintained robust sales growth in the domestic market but also garnered extensive recognition among international customers, being exported to 9 CEE countries, including the Czech Republic and Poland. In the first five months of this year, the export value achieved RMB 75.11 million, marking a year-on-year increase of 80%.
"Our focus is on the R&D and production of high-performance semi-steel radial tires. In recent years, we have significantly invested in enhancing and optimizing our products. Utilizing big data and AI technologies, we analyze various tire noise characteristics. Through advanced design optimization and technological improvements, we substantially lower tire rolling resistance while enhancing abrasion performance, providing consumers with a quiet and comfortable driving experience." Wang Jing, Customs Manager of Nexen Tire (Qingdao) Co., Ltd., introduced.
With the intensifying competition in the international market, the current market conditions emphasize quality, cost, and delivery deadlines as crucial elements of export competitiveness for enterprises. Additionally, customer expectations for quicker deliveries and more efficient customs clearance processes are consistently rising.
"Customs clearance is a pivotal aspect. To ensure the timely export of our products, customs officials provided precise and efficient guidance on the customs clearance process and introduced facilitation measures such as 'advanced declaration' and priority local inspections." Wang Jing calculated that, supported by these streamlined customs procedures, the average time for tire export clearance reduced from 3 days to 1.5 days, resulting in an annual logistics cost savings exceeding RMB 2 million.
To assist enterprises in further penetrating the CEE markets, Qingdao Dagang Customs, part of Qingdao Customs, employs strategies such as "offline policy deployment combined with online problem resolution" to provide tailored services in areas like commodity classification and the utilization of origin certification benefits. Simultaneously, in addressing the regulations and market entry requirements of CEEC, regular dissemination of policy updates and technical trade measures to enterprises is conducted. Export-import business consultancy is provided, implementing a "one policy for one enterprise" assistance plan that enables businesses to effectively mitigate market risks. This approach ensures product compliance with the export standards of destination countries, thus facilitating the overseas exportation of products produced by enterprises in Qingdao.
"This year, we have been advancing the implementation of the 'pre-declaration' and 'two-step declaration' customs filing approaches. These efforts aim at reducing the total clearance time while optimizing and consolidating procedures for the import and export of goods. For enhanced convenience, self-service certificate of origin printing and intelligent review processes have been introduced to minimize business costs," stated Zhang Hongjie, Chief of the Fourth Inspection Section at Qingdao Dagang Customs. "Over recent years, our customs department has diligently worked on refining the commercial environment and safeguarding the stability and security of enterprise industrial and supply chains. Leveraging the Smart Customs initiative, we have enabled 'seamless customs clearance' to bolster enterprise growth and market penetration in CEEC." (Reported by Li Ze)
