I like "overseas shopping". I often purchase personal items from various overseas shopping platforms and mail back to China. It is said that Customs recently launched a "one-stop" platform for inbound and outbound mail processing. Could you please describe the usage methods and precautions?

According to the Announcement on the Launch the One-Stop Platform for Inbound and Outbound Mail Processing (Announcement No. 127 [2025] of the General Administration of Customs), the One-Stop Platform for Inbound and Outbound Mail Processing (hereinafter referred to as "Platform") was officially launched on July 1, 2025. The platform details and common Q&As are introduced as follows:

█ What kinds of Customs business for inbound mailitems can be queried and processed in the dedicated section of One-Stop Platform for Inbound and Outbound Mail Processing?

Through the platform, users can track the Customs clearance status of inbound and outbound mail items, and conduct procedures including supplementary declaration, tax payment, tax reassessment, tax refund, and return shipment for inbound postal items. They may also look up the composite tax rates for inbound items, estimate applicable duties, review frequently asked questions regarding inbound items, and access policy guidelines and auxiliary tools available on the platform.

█ Where can I access the One-Stop Platform for Inbound and Outbound Mail Processing?

The Platform is accessible through six different client channels, each featuring a dedicated section for One-Stop Platform for Inbound and Outbound Mail Processing. Both senders and recipients can register and log in using their real-name verified identity on any of these channels. The specific access channels are as follows:

Mobile access: The "Single Window Mobile" APP, “Customs Mobile” APP, "Single Window Mobile" WeChat Mini Program, and “Customs Mobile” WeChat Mini Program. The dedicated section for One-Stop Platform for Inbound and Outbound Mail Processing can be found on the homepage of each application.

Web access:1. China International Trade Single Window (URL: https://www.singlewindow.cn).Path to the section for One-Stop Platform for Inbound and Outbound Mail Processing is as below: Homepage - All Applications -Port Authority Declarations-Items Clearance -Mail Items.

2. The online service platform of “Internet plus Customs” (URL: https://online.customs.gov.cn). The dedicated section for One-Stop Platform for Inbound and Outbound Mail Processing is available directly on the homepage.

Additionally, via the 12360 notification SMS, recipients will be notified regarding any inbound mail items that require further processing.

█ Is registration required to use the Platform?

The Platform supports data interoperability across all client channels with universal account access. After completing real-name registration on any of the abovementioned client channels, users can log in on the platform through other client channels without re-registration.

Currently, the Platform does not allow users to submit supplementary declarations on behalf of others. Users who have completed real-name registration may only process inbound mail items associated with their own registered mobile phone number.

█ Why can’t I find my mail item when trying to submit a Supplementary Declaration, Apply for Return Shipment, or Tax Reassessment?

This usually occurs when the recipient’s (mobile) phone number does not match the number used to log in to the Platform. The system retrieves mail information based on the recipient’s registered (mobile) phone number. Please ensure you log in using the same (mobile)phone number that was provided as the recipient contact on the mail label. If the recipient’s (mobile) phone number was incorrectly filled in, please contact your local postal authority to correct it.

█ How do I submit a Supplementary Declaration?

After logging into the One-Stop Platform with a verified mobile number, users can enter the "Supplementary Declaration" section. This section contains three menus: Supplementary Declaration, Query, and User Guide. Clicking "Supplementary Declaration" leads to the form for submitting supplementary declaration details; the "Query" option allows users to review their supplementary declaration history; and "User Guide" provides detailed operational instructions for the process. There is no limit on the number of supplementary declarations that can be submitted through the Platform.

█ Can I view and download tax payment receipts through the Platform after completing payment?

Yes. Following tax payment via channels such as WeChat Mini Program for Customs Postal Clearance, Alipay, or the One-Stop Platform for Inbound and Outbound Mail Processing itself, users can access all payment records associated with their registered mobile number - including paid, unpaid, and failed transactions. The Platform also allows users to download and save payment receipts for their records.
