This Regulation is formulated in accordance with the Law of the People's Republic of China on Promoting the Development of Small and Medium-sized Enterprises and other laws, for the purpose of promoting the timely payment of funds by government agencies, public institutions and large enterprises to small and medium-sized enterprises, safeguarding the legitimate rights and interests of small and medium-sized enterprises and optimizing the business environment.
