Ningbo Customs Introduces 14 Facilitation Measures for the 4th China-CEEC Expo & International Consumer Goods Fair

The 4th China-CEEC Expo & International Consumer Goods Fair (hereinafter referred to as "CEEC Expo") will take place at Ningbo International Conference Center from May 22 to 25, 2025. As China's only national-level exhibition dedicated to Central and Eastern European countries, this year's event will feature a larger exhibition scale and more exhibitors compared to previous editions. To enhance customs clearance services during the CEEC Expo, Ningbo Customs has implemented 14 facilitation measures for the 4th China-CEEC Expo & International Consumer Goods Fair, as detailed below:

I. Publish customs clearance guidelines and provide clearance instructions

Issued the "Ningbo Customs Guide for the 4th China-CEEC Expo & International Consumer Goods Fair" to provide comprehensive customs clearance instructions for domestic and international exhibitors.

II. Established a dedicated task force for on-demand support

As the designated customs authority for the China-CEEC Expo, Yinzhou Customs (subordinate to Ningbo Customs) provides end-to-end services including exhibit registration, on-site supervision, and post-exhibition verification.

III. Implemented a pre-clearance mechanism to streamline exhibit registration

Established an advance review system for inbound exhibits, conducting preliminary assessments of product compliance to expedite registration and enhance customs clearance efficiency.

IV. Deployed on-site support teams to ensure service delivery

During the China-CEEC Expo, Ningbo Customs will deploy staff to the Ningbo International Conference Center, establishing on-site customs service counters and temporary inspection zones to offer comprehensive "one-stop" services, including customs clearance, supervision, and consultation.

V. A dedicated window for exhibits will be set up to prioritize the processing of procedures

At the main operational sites of Ningbo Port, a "China-CEEC Expo Customs Clearance Service Window" and dedicated inspection lanes will be established to expedite customs procedures for exhibits, including declaration, inspection, sampling, and testing, ensuring immediate processing upon arrival.

VI. A dedicated personnel channel will be established to facilitate customs clearance

During the China-CEEC Expo, dedicated lanes will be established at Ningbo Lishe International Airport's customs passenger inspection area with enhanced staffing. These measures will ensure efficient inbound and outbound customs clearance procedures for international attendees, exhibitors, and other participants of the Expo and its related events.

VII. Enhancing technological applications to innovate regulatory services

The Customs will implement its information system to provide end-to-end digital supervision for China-CEEC Expo registration and exhibit clearance. This facilitates online declarations through the International Trade 'Single Window', establishing a new paradigm of 'digital, intelligent and user-friendly' regulatory services.

VIII. Streamlining carnet usage and extending temporary admission period for ATA exhibits

Customs authorities will verify and endorse that the re-export timeframe for temporarily imported goods under ATA Carnets for the China-CEEC Expo aligns with the carnet's validity period.

IX. Streamline approval procedures and enhance exhibition facilitation efficiency

For imported animals, plants, their products, animal and plant-derived foods, Chinese medicinal materials, and special articles authorized by GACC to Ningbo Customs, expedite the approval process for animal and plant quarantine and health quarantine, implementing 'instant approval upon submission' for compliant applications.

X. Simplify entry procedures to facilitate exhibition participation for food and cosmetics

Exhibition-only prepackaged food and cosmetics are exempt from Chinese labeling requirements, sampling inspections, and consignor and consignee filing certificate verification.

XI. Facilitate market access for agricultural and food products while diversifying import exhibition categories.

Conduct risk assessments for the market access of agricultural and food products from Central and Eastern European Countries (CEEC) under the General Administration of Customs (GACC). Leverage the role of China-CEEC Sanitary and Phytosanitary (SPS) Contact and Consultation Points to establish a "one-to-one" foreign consultation response mechanism, facilitating the expansion of imported agricultural and food product exhibit categories.

XII. Streamline exit procedures and simplify post-exhibition disposal of exhibits.

For temporarily imported exhibits at the China-CEEC Expo (excluding those under ATA Carnet), if transferred to special customs control areas or bonded supervision sites after the expo (exhibited vehicles must be moved to zones permitting bonded auto warehousing), customs clearance and case closure shall be approved.

XIII. Support the regular operation of bonded exhibition-sales and amplify the spillover effects of trade fairs.

Enterprises located in special customs control areas or bonded logistics centers (Type B) that are registered and filed with the Customs (hereinafter referred to as "regional centers") may transport bonded goods under guarantee to bonded exhibition and sales venues of the China-CEEC Expo outside these regional centers for display and commercial activities.

XIV. Support cross-border E-commerce operations and facilitate the integration of online and offline channels.

Inbound exhibits listed in the cross-border E-commerce retail import catalog may, upon entering regional centers after exhibition closure, be sold under the bonded retail import model for cross-border E-commerce if they meet specified requirements.
