Joint Announcement [2018] No.99
Recently, according to the emergency notification from the Ministry of Agriculture and Food of Hungary to the World Organization for Animal Health (OIE), an outbreak of Peste Des Petits Ruminants involving 160 goats and 380 sheep occurred in Jambol. After in vitro test, the case was found to be the first occurrence in Bulgaria. In order to protect the safety of animal husbandry in China and prevent the spread of epidemic diseases, this Announcement is made as follows in accordance with the Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and other relevant laws and regulations:
I. It is prohibited to import directly or indirectly cattle, sheep and their related products from Bulgaria. The Quarantine Permit for Animals and Plants Imported into the People’s Republic of China shall not be issued to such products. The issued Quarantine Permit for Animals and Plants Imported into the People’s Republic of China shall be revoked.
II. All cattle, sheep and their related products shipped from Bulgaria from the date of the release of this Announcement shall be returned or destroyed.
III. All cattle, sheep and their related products from Bulgaria shall be prohibited to be mailed or carried by passengers. They shall be returned or destroyed once being found.
IV. If any cattle, sheep or their related products from Bulgaria are found on any means of transport, such as ships, aircraft or trains, which pass through or remain in China, they shall be sealed. The wastes and swill shall be treated innocuously under the supervision of the customs and shall not be abandoned without authorization.
V. All cattle, sheep and related products from Bulgaria illegally intercepted by the frontier defense department and other departments shall be destroyed under the supervision of the customs.
VI. Any violation of the above-mentioned provisions shall be processed by the customs in accordance with the relevant provisions of the Customs Law of the People's Republic of China, the Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and its implementing regulations.
VII. The customs units, animal disease prevention and control institutions at all levels and animal health supervision unit shall, in accordance with the Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants, the Animal Epidemic Prevention Law of the People's Republic of China and other relevant provisions, cooperate closely with each other to carry out quarantine, epidemic prevention and supervision properly.
The contents of this Announcement shall be executed as of the date of release.
