Pre-warning Notification on Preventing the Introduction of Highly Pathogenic Avian Influenza from Hungary |
| Causes of Pre-warning |
On January 15, 2020, according to the report from Hungarian authorities to the OIE emergency notification, 1 outbreak of H5N8 subtype highly pathogenic avian influenza occurred in Hajdu-Bihar on January 10. In order to continuously protect the safety of animal husbandry in China and prevent the spread of epidemic diseases, this Pre-warning Notification is issued in accordance with the provisions of the Customs Law of the People's Republic of China, the Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and other relevant laws and regulations. |

| Measures of Pre-warning |
I. It is suspended to import poultry and their related products directly or indirectly from Hungary (excluding poultry products that have been inactivated in accordance with the relevant technical standards of the OIE Code). II. The quarantine inspection of the mailing goods and passengers’ accompanying articles from Hungary shall be strengthened. Poultry and their related products shall be returned or destroyed once they are found. III. All poultry and their related products found on the means of transport, such as ships and aircraft imported from Hungary, shall be sealed. Where they shall not be opened or used without the permission of the customs during their stay or transport in China. The wastes and swill shall be treated innocuously under the supervision of the customs and shall not be abandoned without authorization. IV. All poultry and their related products from Hungary illegally intercepted by the frontier defense department and other departments shall be destroyed under the supervision of the customs. V. Any violation of the above-mentioned provisions shall be processed by the customs in accordance with the relevant provisions of the Customs Law of the People's Republic of China, the Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and its implementing regulations. VI. The customs units shall, in accordance with the Customs Law of the People's Republic of China, the Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and other relevant provisions, carry out quarantine properly. |

This Pre-warning Notification shall remain valid until relevant policy adjustments are made. |
