Registration Guideline for Feed and Feed Additive Export Enterprises

I. What Are Feed and Feed Additives?

Feed refers to products and raw materials that have been cultivated, raised, processed, or manufactured for animal consumption. This includes live animals used as bait, frozen or chilled animal products (including those used as bait), processed animal proteins and fats, forages, silage, feed grains, bran, cakes, and residues, processed plant proteins and plant powders, compound feeds, and premixed additives for feed.

Feed additives are substances added in small or trace amounts during the production or use of feed. These can include nutritional feed additives, general feed additives, and other similar substances.

II. Do All Feed and Feed Additive Export Enterprises Need to Register?

Under Article 30 of the Supervision and Management Measures for the Inspection and Quarantine of Import and Export Feed and Feed Additives, GACC requires that export feed production enterprises register with customs. Exported feed must come from these registered enterprises.

According to Article 51 of the Supervision and Management Measures for the Inspection and Quarantine of Import and Export Feed and Feed Additives, customs implements a filing management system for feed export enterprises (hereinafter referred to as "export enterprises"). Export enterprises must file with the local customs either before or when submitting their first inspection application. If the exporting and production activities are carried out by the same enterprise, filing is not necessary.

Additionally, according to the General Administration of Customs Announcement No. 99 of 2020 (Notice on Adjusting Supervision Requirements for Certain Import and Export Goods), feed and feed additive production enterprises exporting to countries or regions that do not require registration or filing are exempt from the customs registration requirement.

III. What Are the Requirements and Steps for Enterprises to Register?

Export enterprises that are required to register must follow these steps to prepare the necessary documentation for their application:

1. Application Requirements: Factory, Processes, Equipment, and Facilities: The factory should be located away from industrial pollution sources and maintain an adequate distance from livestock farms, slaughterhouses, and residential areas. The layout of the factory and workshops should be logical, with production areas separated from living and office spaces. The process design should meet safety and hygiene standards. The enterprise must have facilities, equipment, and storage capacity appropriate to its production scale. Additionally, it must have pest control measures in place to address rodents, flies, storage pests, birds, and other harmful organisms. The enterprise must have a quality management system suited to the products it manufactures and should employ professional technical staff. The enterprise must also have the testing capabilities necessary to ensure compliance with safety and sanitation standards. Management System: The following management systems must be in place: Job responsibility system; Employee training system; Health examination system for workers; Quality management system based on Hazard Analysis and Critical Control Points (HACCP), with self-inspection and control measures based on risk analysis; Standard Sanitation Operating Procedures (SSOP); Supplier evaluation and acceptance procedures for raw materials, packaging materials, and other inputs; Feed labeling and product traceability systems; Waste and wastewater treatment procedures; Customer complaint handling procedures; Emergency management system for quality and safety incidents

2. Application Materials: Export production enterprises must apply for registration with the local customs authority and submit the following documents: Inspection and Quarantine Registration Application for Export Feed Production, Processing, and Storage Enterprises; A process flow diagram with relevant process parameters (excluding commercial secrets); A plant layout diagram; A list of products and raw materials for which registration is being requested.

3. Registration Process: Enterprises must submit an online application through the system to the local customs authority or its subordinate offices, providing an electronic version of the required materials. They can log in to the "Internet + Customs" integrated online service platform and submit their application by following these steps: "Administrative Approval—Registration of Production, Processing, and Storage Units for Export of Specific Plants and Animals and Their Products, and Other Quarantine Items"; "Registration of Production, Processing, and Storage Units for Export of Plants and Their Products, and Other Quarantine Items"; "Registration of Production, Processing, and Storage Units for Export Feed Production, Processing, and Storage" Upon receipt of the application, the local customs authority must review the submission in accordance with legal requirements and procedures. A decision must be made within 20 working days from the date of receipt. If the enterprise meets the necessary conditions, the customs authority will approve the registration and issue a registration certificate. If the enterprise fails to meet the conditions, the customs authority will issue a refusal notice.

IV. Additional Important Considerations

The registration certificate becomes effective from the date of issuance and is valid for 5 years.

Export production enterprises that are part of the same company but are located at different sites, with independent production lines and quality management systems, must apply for separate registration for each location. Each registered export production enterprise will be assigned a unique registration number. This registration number is specific to the facility it is issued to.

Enterprises that have registered for the production, processing, and storage of export feed and feed additives and wish to extend their registration must apply for an extension at least 3 months before the current registration expires.
