Major Good News! A New Opportunity for Ningbo to Import Frozen Fruits from Central and Eastern European Countries

Issue Date:2021-12-30

The General Administration of Customs of the People's Republic of China recently issued the Announcement on Requirements of Inspection and Quarantine for Export of Frozen Fruits from Central and Eastern European Countries to China ([2021] No.96), allowing the import of frozen fruits from Central and Eastern European (CEE) countries that meet the inspection and quarantine requirements from February 1, 2022. Until then, only five frozen fruits, including blueberries and strawberries, from six CEE countries such as Poland and Latvia, are allowed to be exported to China. The announcement will facilitate the export of frozen fruits from CEE countries to China and also serve as a mutual benefit model for agricultural cooperation between China and CEE countries to promote the export of more high-quality agricultural products from CEE countries to China.

According to Ningbo Customs, Ningbo, as one of the main destinations of frozen fruit exports from CEE countries, imported 850t of frozen fruits in the first 10 months of this year, accounting for 20.8% of the total imports of frozen fruits of the whole city and a double increase of 115% over the same period last year. It is worth noting that frozen fruits exported from CEE countries to Ningbo are dominated by huckleberries, black currants, Aronia melanocarpa, Sambucus williamsii Hance and other high value-added berry fruits from which anthocyanins and other plant extracts can be produced into high value-added intermediate products to be supplied to the international high-end health products market.

Ningbo Green-Health Pharmaceutical Co., Ltd., for example, is a pharmaceutical enterprise producing BPCs, Chinese and western medicine preparations, food, health products, natural plant extracts and pharmaceutical intermediates in Ningbo. It is also the first EU GMP-certified company producing plant extracts in China, which imports large quantities of frozen fruits from CEE countries year in year out. The head of the company said: "It is really good news for our company that the export of frozen fruits from CEE countries to China is allowed in the latest announcement of the General Administration of Customs of the People's Republic of China! On the one hand, a wider variety of fruits are allowed to be imported, which helps us to develop new plant extracts. On the other hand, fruits are allowed to be imported from more places of origin, which also makes more purchasing channels available for us, so that we can choose more high-quality and inexpensive raw materials."

As the health industry is developing rapidly at home and abroad in recent years, it is believed that frozen fruit imports from CEE countries to Ningbo will continue to soar after the implementation of the new announcement. Ningbo Customs would like to remind Ningbo enterprises interested in importing frozen fruits from CEE countries that processing plants and quick-freezing facilities for frozen fruits to be exported to China are required to be filed with the competent authorities of the exporting countries, the relevant information is required to be submitted to the General Administration of Customs of the People's Republic of China for review, and the registration shall be jointly approved by both parties. The registration list can be found on the website of the General Administration of Customs of the People's Republic of China.
