Manzhouli Port Passes 4,000th China-Europe Railway Express Train

Statistical data indicate that from January to November this year, 4,044 China-Europe Railway Express (CRE) trains traversed the border at Manzhouli Port. These trains carried 336,000 twenty-foot equivalent units (TEUs) of merchandise, with a total value of RMB 41.87 billion.

To enhance the speed and volume of CRE train operations and improve service quality, Manzhouli Station, under the jurisdiction of Manzhouli Customs, has leveraged the 'Face-to-Face Policy Guidance by Customs Director' to implement 'one file per enterprise' service management. Utilizing the dedicated CRE train post, the station has refined and established business-friendly systems, including appointment-based customs clearance and consolidated declarations, to streamline and expedite cross-border operations for these trains. Concurrently, efforts were intensified to enforce the Guiding Opinions on the Estimation of Return Transport and Corresponding Costs for CRE. Dedicated personnel have been assigned to provide tailored guidance on declaration and deductions, ensuring enterprises fully benefit from the available preferential policies. Since the beginning of the year, enterprises have been deducted a total of RMB 112,000 in freight taxes for the domestic segment of return shipments on CRE trains. Additionally, efforts are being made to bolster collaboration with the railway sector by leveraging the intelligent supervision platform for railway port logistics. This initiative has successfully established a data transmission channel for customs, railway authorities, and enterprises, enabling the dynamic tracking of goods pending inspection and those stored at stations on the CRE routes, thereby ensuring that international logistics corridors remain efficient and unobstructed.

"We continue to enhance our connection and cooperation with local customs authorities, aiming to build a 'local + port' collaborative regulation and coordination system. This approach supports the integrated customs clearance model of 'CRE + Railway Fast Clearance', thereby significantly boosting the efficiency of customs clearance along the domestic and port sections of the CRE route. The "Railway Fast Clearance" model mentioned here involves relocating port supervision instructions to the place of departure and destination, allowing port customs to conduct essential security checks for import and export goods and means of transport before clearing goods. This model streamlines the declaration and transit procedures for cross-border shipments, cutting down on loading, unloading, and warehousing costs for enterprises. It also significantly enhances the quality and efficiency of the CRE, explained Wang Xiaoyu, Chief of the Logistics Monitoring Division I at Manzhouli Station Customs.
