Recently, the General Administration of Customs, in collaboration with 20 departments and agencies including the Office of the Central Cyberspace Affairs Commission, Ministry of Foreign Affairs, National Development and Reform Commission, Ministry of Public Security, Ministry of Finance, Ministry of Ecology and Environment, Ministry of Transport, and Ministry of Commerce, jointly launched a special initiative to facilitate cross-border trade.
The special campaign will run for 5 months, with policy measures covering areas including trade in goods, digital trade, and green trade, encompassing 5 key tasks and 29 specific measures: The first is to further enhance policy support, optimize the inspection and supervision model for lithium battery exports, explore streamlined customs clearance for imported "medicinal and edible homologous" food products, expand pilot programs for functional integration of bonded oil storage tanks and export supervision warehouses, support comprehensive bonded zones in conducting bonded testing services, broaden the pilot application of "dual-certificate integration" for imported motor vehicles, improve pharmaceutical and medical equipment supply services for international cruise ships, and refine the management model for drug imports. The second is to further facilitate logistics efficiency, enhance multimodal transport coordination for coastal, inland, and border regions, strengthen support for the development of cross-border train assembly hubs, establish efficient and secure international highway transport corridors, promote the "Air Silk Road" initiative, optimize air cargo terminal operations, advance "airside direct access" customs supervision at aviation ports, and deepen collaboration in building the "Belt and Road". The third is to further optimize the regulatory framework, expand the "inspect before loading" model for export LCL shipments, support air transport of battery-powered goods, foster innovation in green trade, explore cross-border mutual recognition of e-authentication and e-signatures, and enhance cross-border e-commerce facilitation. The fourth is further advance interconnectivity, establish a global "Smart Customs" online collaboration platform and a BRICS Customs Demonstration Center, deepen cross-border integration of the International Trade Single Window, actively promote the "One Declaration, Dual Reporting" initiative between Mainland China and Hong Kong/Macao, and enhance inter-departmental coordination for outbound crop germplasm resource management. The fifth is to further drive cost reduction and efficiency gains, enhance joint incentives for AEO-certified enterprises, optimize port logistics services, facilitate cross-border agricultural exports (e.g., Mainland-to-Hong Kong/Macao vegetable supply), introduce streamlined business visa policies, and collaboratively reduce end-to-end cross-border logistics costs.
According to reports, the Cross-Border Trade Facilitation Initiative will be implemented in 25 cities, including Beijing, Tianjin, Shijiazhuang, Tangshan, Shenyang, Dalian, Shanghai, Nanjing, Wuxi, Yancheng, Hangzhou, Ningbo, Hefei, Xiamen, Jinan, Qingdao, Zhengzhou, Guangzhou, Shenzhen, Dongguan, Haikou, Chongqing, Chengdu, Guiyang, and Urumqi.
The Director of the General Administration of Customs stated that China's foreign trade landscape in 2025 will be complex and challenging, with businesses eagerly anticipating more policy guidance and support. Customs authorities will collaborate with relevant departments and local governments to actively address enterprise needs, working alongside foreign trade businesses to foster a more efficient, streamlined, coordinated, and transparent port business environment.
