Classification Guide for Cleaning Appliances

I. Robotic Vacuum Cleaner

Robotic vacuum cleaners are smart household appliances equipped with vacuuming, sweeping, and mopping functionalities. They typically feature a wireless design and can be controlled remotely via a mobile app connected through Wi-Fi. With integrated sensors, these robots utilize artificial intelligence to navigate around obstacles and corners, strategically planning cleaning routes within a room. In accordance with the "Customs Import and Export Tariff of the People's Republic of China"(2025 Edition)(hereafter referred to as the "Tariff"), it is advisable to classify robotic vacuum cleaners under Tariff No. 8508.1100, designated for "Electric Vacuum Cleaners", based on their primary functions.

II. Air Purifier

Air purifiers, also referred to as "air cleaners", are capable of adsorbing, decomposing, or converting various air pollutants including PM2.5, dust, pollen, odors, and formaldehyde, thereby significantly enhancing air cleanliness. The operating principles of air purifiers generally encompass physical filtration, chemical decomposition, and negative ion purification. In accordance with the "Tariff", household air purifiers are advised to be classified under Tariff No. 8421.3910, designated as "Household Air Filtering and Purification Machines and Apparatus".

III. Vacuum Cleaners

A vacuum cleaner is an electrical appliance that utilizes an electric motor to drive a fan, creating negative pressure and forming an instantaneous vacuum in the suction part to intake debris and dust for cleaning purposes. Vacuum cleaners are available in various types such as upright, canister, and portable models. They may differ in structure and functionality, yet their fundamental operating principles remain consistent. Electric vacuum cleaners should be classified under Heading 8508. Models with power ratings not exceeding 1500 watts and fitted with dust bags or other dust-containment vessels having a capacity of no more than 20 liters should be classified under Tariff No. 8508.1100, while all other models should be classified under Tariff No. 8508.1900.

IV. Glass-Cleaning Robots

Glass-cleaning robots, as intelligent household appliances, incorporate advanced features like automatic operation, wireless control, and route mapping. This device can adhere to glass surfaces using its internal vacuum mechanism, ensuring it does not fall off. By employing integrated sensors and artificial intelligence, it effectively plans routes and avoids obstacles and window frames, with its primary functionality centered around glass cleaning. It is recommended for classification under Tariff No. 8509.8090 as "Other Household Electric Appliances".

V. Range Hood

The range hood is primarily used in kitchens to eliminate oil fumes and odors produced during cooking, making it an indispensable appliance in modern kitchens. According to the "Tariff", it is recommended that range hoods be classified under Tariff No. 8414.6010. It is noteworthy that subheading 8414.60 specifies "ventilation hoods or recirculation hoods with the largest side on a plane not exceeding 120 cm", and household range hoods usually meet this parameter.

VI. Dishwasher

Dishwashers perform automatic cleaning of tableware, significantly alleviating the labor burden for households. They are primarily composed of an inner chamber, a dish rack, a spray system, a detergent dispenser, and a control system, utilizing high-pressure water jets to clean dishes. In accordance with the "Tariff", dishwashers are recommended to be classified under Heading 8422, designated as "dishwasher," with household dishwashers specifically classified under Tariff No. 8422.1100. Commercial dishwashers with greater capacity, suitable for use in restaurants, hotels, and similar establishments, are advised to be classified under Tariff No. 8422.1900.

VII. Washing Machine

Washing machines, including washer-dryer combos, are classified based on whether the drying capacity exceeds 10 kg, as well as by type into pulsator(impeller) washing machines and drum (front-loading) washing machines. For washing machines with a drying capacity not exceeding 10 kg,pulsator(impeller) washing machines are recommended to be classified under Tariff No. 8450.1110, while drum (front-loading) washing machines are recommended under Tariff No. 8450.1120; For washing machines with a drying capacity exceeding 10 kg, pulsator(impeller) washing machines are recommended under Tariff No. 8450.2019, while drum (front-loading) washing machines are recommended under Tariff No. 8450.1900.

As clean appliance technology continues to advance, we can expect the emergence of more innovative products that exhibit trends towards intelligence, eco-friendliness, and personalization.
