(1) The applicant may log in to the customs Administrative Approval Online Platform (http://pre .chinaport.gov.cn/car) and submit materials to the customs. Then the customs shall issue an acceptance certificate or a notice of rejection to the applicant.

(2) The applied acceptance shall go through a comprehensive review in accordance with statutory conditions and procedures. A decision on approval or disapproval shall be made within 20 business days upon acceptance of the application.

(3) If a decision on approval is made according to the laws, Approval Permit for Entry Animals and Plants Quarantine of the People’s Republic of China shall be issued; the decision of disapproval can also be made according the laws.

Conditions of Admissibility

(1) The enterprise applying for quarantine examination and approval shall have an independent legal personality which can directly sign trade contracts or agreements with others;

(2) There shall be no relevant animal or plant epidemic either in the exporting or passing countries or regions;

(3) It shall conform to relevant laws, regulations and departmental rules of China on animal and plant quarantine;

(4) It shall conform to the bilateral quarantine agreements between China and the exporting countries or regions (including quarantine agreements, protocols, and memorandums, etc.);

(5) The exporting countries (regions) and production enterprises of fruits, tobacco, grain, feed and feed additives, miscellaneous beans, miscellaneous grains, Solanaceous vegetables and Chinese herbal medicines of plant origin shall be included in the entry list of relevant inspection and quarantine issued by the General Administration of Customs.
