Notification of Phytosanitary Requirements for Imported Serbian Pellet Beet Pulp Products

According to China’s relevant laws and regulations and the provisions of the Protocol of Sanitary and Phytosanitary Requirements for Serbian Pellet Beet Pulp Exported to China between the General Administration of Customs, the People’s Republic of China and the Ministry of Agriculture, Forestry and Water Management of the Republic of Serbia, the pellet beet pulp that meets the relevant requirements shall be allowed to be imported as of the date of promulgation of this Notification. The inspection and quarantine requirements for imported Serbian pellet beet pulp are hereby promulgated (see appendix).

Appendix

Inspection and Quarantine Requirements for Imported Serbian Pellet Beet Pulp

 

I. Basis of Inspection and Quarantine

(I) Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and its implementing regulations, Law of the People’s Republic of China on Import and Export Commodity Inspection and its implementing regulations;

(II) Regulations on the Safety Control of Genetically Modified Organisms in Agriculture;

(III) Administrative Measures of Inspection, Quarantine and Supervision on Import and Export Feed and Feed Additives;

(IV) Protocol of Sanitary and Phytosanitary Requirements for SerbianPellet Beet Pulp Exported to China between the General Administration of Customs, the People’s Republic of China and the Ministry of Agriculture, Forestry and Water Management of the Republic of Serbia.

II. Name of Import Allowed Products

The termPellet Beet Pulp as used in this Notification refers to the by-product made of the residueof beet grown in Serbiaby washing, cutting, pressing, drying, granulating and other processes.

III.Enterprises Registration

The production and processing enterprises of pellet beet pulp exported to China are recommended to the General Administration of Customs, the People’s Republic of China (GACC) after being examined and approved by the Ministry of Agriculture, Forestry and Water Management of the Republic of Serbia (MAFWM), and registered after being inspected or examined by GACC. The list of processing enterprises approved for registration can be enquired on the GACC website, and is updated dynamically.

IV. List of Concerned Quarantine Pests

V. Requirements for Products Production and Export

(I) Production, Storage and Transportation

1. Processing enterprises should establish sound hazard analysis and critical control point (HACCP) system or traceability management system and operate effectively, or implement management in accordance with its concepts. MAFWM should carry out daily supervision and control of processing enterprises to ensure that their products meet the safety and health requirements.

2. Processing enterprises shall strengthen sanitary control over raw materials, production, processing, storage, transportation and other stages to avoid the contaminationof pellet beet pulp by soil, animal carcasses, animal wastes and feathers; no toxic or harmful substances and any animal-derived ingredients shall be added.

3. The processed pellet beet pulp should be stored separately fromraw materials and other products. In storage, effective measures should be taken to prevent rats, insects and birds from secondary contamination.

4. Packages used for the pellet beet pulp exported to China should be clean and sanitary, and the conveyance should be thoroughly cleaned and sterilized if necessary.

5. The container or vessel carryingpellet beet pulp exported to China (such as bulk shipping) shall bear at least one packaging mark indicating the name of processing enterprise, registration number and the words “Serbian Pellet Beet Pulp exported to the People’s Republic of China” in both Chinese and English.The product label of imported Serbianpellet beet pulp shall meet the requirements ofthe national standard Feed Label (GB 10648) in China.

(II) Requirements for Quarantine and Certificate before Departure

1. The pellet beet pulp qualified by MAFWM inspection and quarantine is allowed to be exported to China.

2. Each batch of beet pulp shall be accompanied by a phytosanitary certificate issued by MAFWM in accordance with the requirements of the International Standard for Phytosanitary Measures No. 12 Phytosanitary Certificate Criteria. It shall be indicated in the additional declaration of phytosanitary certificate that “This consignment complies with the requirements of the Protocol of sanitary and phytosanitary requirements for the export of pellet beet pulp from Serbia to China between the General Administration of Customs, the People’s Republic of China and the Ministry of Agriculture, Forestry and Water Management of the Republic of Serbia, and is free from quarantine pests of Chinas concern”.

At the same time, the names of processing enterprises and registration number, container (carriage) number or vessel’s name (bulk shipping), and other information shall be indicated. If disinfection treatment is implementedbefore export or in transit, information such as disinfection treatment method and treatment index shall be indicated.

VI. Entry Inspection and Quarantine

(I) Verification of Certificates

1.Verify that whether the“Phytosanitary Certificate”is true and valid.

2.Verify that whetherthey are from a registered enterprise.

(II) Entry Inspection and Quarantine

In accordance with relevant laws, administrative regulations, rules and other provisions, combined with Article IV and Article V of these Requirements, entry pellet beet pulp shall be inspected and quarantined. After passing the inspection and quarantine, they are allowed to be imported into China.

VIII. Non-compliance Treatment

In the event of any of the following non-compliance happened to the pellet beet pulp exported to China, the productshall be processed according to the following requirements:

(I) If there is no valid phytosanitary certificate, the productshall be returned or destroyed;

(II) If live quarantine pests or other harmful live creatures are found, the productshall be disinfected, returned or destroyed;

(III) If soil or genetically modified ingredients not approved by China are found, the productshall be returned or destroyed;

(IV) If it is found that itdoesnot meet the fifth requirement of Item I in Article V, the productshall be rectified, returned or destroyed;

(V) If animal excrement, carcasses, poultry feathers, plant seeds or other problems that do not meet relevant China’s feed safety and health standards are found, the productshall be disinfected, returned ordestroyed.

If the above-mentioned violations are found, GACC will notify MAFWM and take measures such as suspending the import of pellet beet pulp from the relevant processing enterprises to China depending onthe seriousness of the violations.
