I. Do not Violate the Prohibitions and Restrictions
Article 6(2) of the Measures of the Customs of the People's Republic of China for Supervision over Inbound and Outbound Luggage and Articles (hereinafter referred to as the "Supervision Measures") stipulates that travelers shall not carry luggage and articles containing items prohibited by national regulations when entering or exiting the country.
Article 6(3) of the Supervision Measures states that travelers carrying luggage and articles subject to national restrictive regulations must comply with quantity limits and provide relevant licenses or supporting documents as required by law.
II. Truthful Declaration is Mandatory
Article 8 of the Supervision Measures requires all inbound and outbound travelers to truthfully declare their luggage and articles to Customs.
Customs accepts written declarations from travelers at designated locations, including declaration counters.
III. Declaration Options: Online or Onsite
Article 11(1) of the Supervision Measures: When making a written declaration to the Customs, inbound/outbound travelers shall complete either a paper declaration form or submit electronic declaration data.
Article 11(2) of the Supervision Measures: At designated locations such as declaration counters, inbound/outbound travelers shall present valid travel documents to Customs authorities, submit paper declaration forms or confirm electronic declarations, provide required permits and supporting documentation, and undergo Customs verification procedures.
IV. Proper Use of Red/Green Channels
Article 12 of the Supervision Measures: When passing through Customs checkpoints operating the Red/Green Channel system, travelers carrying luggage and articles who are required to make written declarations under these Measures, or those unfamiliar with Customs regulations/channel selection procedures, must use the Red Channel. Other inbound/outbound travelers may opt for the Green Channel.
V. Declaration Requirements: It must be noted that under Article 11(3) of the Supervision Measures, if any circumstances specified in Articles 9 or 10 exist, and the written customs declaration procedures are not completed as stipulated prior to customs inspection measures being taken, it shall be deemed that no declaration has been submitted to customs.
