I. Metal Enamel Badges

Compact and versatile for personalization, metal enamel badges rank among the most sought-after merchandise categories. Circular badges dominate the market, with standard diameters ranging from 55mm to 90mm. Primarily constructed from tinplate, these items typically feature a tri-layer structure beyond the iron sheet base: The foundational layer consists of a reflective base layer utilizing metallic-finished paper as the background; the intermediate layer is a PET printed layer featuring display patterns; while the outermost protective overlay film serves both preservation and aesthetic enhancement purposes. The backside typically incorporates various pins as accessory components. Pursuant to General Rules for the Interpretation of the Harmonized System (GRI) 1 and 6, this commodity should be classified under HS Code 7117.1900.

II. Keychains

Comprising a key ring, chain, and pendant (charm) constructed from diverse materials, keychains frequently showcase printed designs depicting characters, props, or thematic elements on the pendant component. As the primary function of this commodity is key retention with the key ring serving as the principal functional component, classification shall be determined by the key ring's constituent material. Note to Heading 49.11: This heading encompasses all printed materials not specifically covered by other headings in this chapter, including photographs and printed pictures; framed pictures and photographs should be classified under this heading when the pictorial content constitutes the primary characteristic of the article. Pursuant to General Rules for the Interpretation of the Harmonized System (GRI) I and VI, standard printed cards shall be classified under tariff subheading 4911.9100.

IV. Dolls and Models

(I) Stuffed Toys

Stuffed toys are plush fabric products filled with soft materials like cotton, typically designed with rounded contours based on virtual cartoon characters. These items possess notable decorative appeal and entertainment value through their endearing visual presentation. Pursuant to General Rules for the Interpretation of the Harmonized System (GRI) 1 and 6, this commodity should be classified under HS Code 9503.0029.

(II) Anime Figures and Model Kits

Scale models refer to collectible figurines predominantly made from resin, PVC (polyvinyl chloride), and ABS plastic, depicting characters from anime, video games, or sci-fi franchises. These also encompass thematic models representing vehicles, architectural structures, botanical specimens, insects, and prehistoric creatures. Manufactured through precision scaling of original prototypes, these models exhibit exceptional three-dimensionality with meticulous detailing and lifelike sculpting. Capable of faithfully recreating the distinctive features of characters or objects, they represent standardized mass-producible merchandise in the collectibles industry. Pursuant to General Rules for the Interpretation of the Harmonized System (GRI) 1 and 6, this commodity should be classified under HS Code 9503.0089.
