The Measures are formulated in accordance with the provisions of the Frontier Health and Quarantine Law of the People's Republic of China and its detailed rules for implementation, the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its regulations for implementation, the Law of the People's Republic of China on Import and Export Commodity Inspection and its regulations for implementation, and the Procedures for the Inspection of International Navigation Ships Entering and Exiting the Ports of the People's Republic of China in order to strengthen the entry-exit inspection, quarantine and administration of vessels on international voyages and facilitate their entry into and exit from China's ports.
