The Spring Festival Gala Yangko robot has gained widespread attention, showcasing an impressive "human-robot dance." From food delivery to industrial manufacturing, and from medical assistance to smart home solutions, robots made in China are actively contributing to various fields. The following introduces key knowledge about the export customs clearance process for certain robots.

1. Customs Classification

(I) Industrial Robots Specifically Listed

According to the Explanatory Notes to the Commodities and Headings of the Customs Import and Export Tariff Schedule, heading 84.79 does not include industrial robots designed for specific functions; these industrial robots should be classified based on their respective functions. For example, automatic handling robots specifically used in integrated circuit factories are classified under tariff line 84864031, while spraying robots are classified under tariff line 84248920.

(II) Industrial Robots Not Specifically Listed

Unlisted industrial robots include multifunctional industrial robots as well as other types of industrial robots. According to the Customs Import and Export Tariff of the People's Republic of China (hereinafter referred to as the "Tariff"), industrial robots not specifically listed are classified under subheading 847950.

(III) Robotic Vacuum Cleaner

The primary function of robotic vacuum cleaners is essentially the same as that of traditional vacuum cleaners. According to the "Tariff," in customs classification, robotic vacuum cleaners are typically placed under tariff line 85081100, in line with the classification for vacuum cleaners.

(IV) Surgical Robot

The surgical robot comprises components such as a robotic arm, a control console, and an imaging system, enabling it to perform complex surgical procedures. According to the "Tariff," surgical robots are classified under tariff line 90189080.

(V) Toy Robot

With advancements in technology, the range of toys has significantly expanded, leading to the emergence of robots designed for entertainment purposes. According to the "Tariff," these toy robots are classified under heading 9503.

(VI) Humanoid Intelligent Robot

The humanoid intelligent robot is equipped with various perception systems such as 3D laser radar, depth cameras, and gravity sensors. It features multiple joint motors throughout its body, enabling it to mimic human movements and perform a range of complex actions. Currently, the "Tariff" does not specifically list this type of robot. It is classified under tariff line 84798999 as other unlisted machines with independent functions.

2. Procedures for Exporting

(I) Enterprise Registration Process

1. Enterprises must log in to the "Internet + Customs" Integrated Online Service Platform (https://online.customs.gov.cn) to submit an online application. The application should be directed to the local direct customs or subordinate customs, accompanied by electronic application materials.

2. Once the local direct customs or its affiliated branch accepts an application, it must conduct a comprehensive review in accordance with legal conditions and procedures. A decision should be reached within 20 business days from the date of acceptance.

3. If the application is approved after review, a written decision granting registration and licensing will be issued in accordance with the law and delivered to the applicant, along with the registration certificate. If the enterprise fails to meet the conditions, the customs authority will issue a refusal notice.

(II) Export Declaration

1. Classification Determination

Before filing a declaration, enterprises must determine the Tariff No. corresponding to the export robot based on its primary functions and applications. They must also ensure a standardized declaration, reporting elements such as its brand and model in accordance with relevant requirements.

2. Regulatory Certificates

The export of civilian and consumer-grade robots, provided they do not involve sensitive technologies or applications, typically does not require an export license. If the export of robotic products involves dual-use items and technologies, or falls under the category of technologies restricted for export, an export license must be obtained.

3. Attached Documents

In accordance with the requirements of the "Notice of the General Administration of Customs on Streamlining Certificate-related Work", export enterprises are not required to submit contracts, packing lists, or cargo manifests when making paperless declarations through the China International Trade Single Window. If necessary during the customs review process, the required documents shall be submitted.

4. Declaration in Advance

Customs encourages enterprises to submit declarations to customs in advance within 3 working days prior to the arrival of goods at the customs supervision site. Enterprises must make truthful declarations to customs. In compliance with the customs regulations on import and export goods declaration management, exporters or their agents are required to submit declarations to port customs via the China International Trade Single Window (https://www.singlewindow.cn/) or other electronic platforms.

5. Electronic Original Account

If the exported robot falls under the category of statutory inspection and quarantine commodities, export inspection must be conducted first. An electronic original account must be obtained before declaring to customs.

(III) Customs Supervision

1. Enterprises must ensure that the goods match the documentation.

Enterprises exporting robots must ensure that the declared information corresponds to the actual goods. If an enterprise receives an inspection instruction through the China International Trade "Single Window," it must contact the on-site customs inspection department for the necessary checks.

2. Packaging must comply with relevant requirements.

The packaging of exported robots must comply with transportation safety requirements. If the robot contains dangerous goods such as lithium batteries, it must adhere to the relevant dangerous goods packaging regulations, use standard-compliant dangerous goods containers, and display the appropriate dangerous goods signs and labels.
