China Inspection and Quarantine Times News Recently, under the supervision of Quanzhou Customs under Xiamen Customs, a batch of container trucks loaded with 27 tons of building materials, sanitary products, shoes and other goods were assembled in the new bonded warehouse of Quanzhou Comprehensive Bonded Zone and directly arrived in Romania through Xiamen Port. This marks the official launch of Quanzhou's first "Belt and Road" bonded logistics line directly to Romania, which will create a new foreign trade channel directly to the European market.

Quanzhou Comprehensive Bonded Zone is the highest level of openness and most fully functional special customs control area in Quanzhou City, Fujian Province. This logistics line makes full use of the bonded logistics preferential policies of Quanzhou Comprehensive Bonded Zone, such as "logistics, consolidation, and conversion of bonded and non-bonded goods within the zone". Relying on the comprehensive bonded zone's "digital comprehensive bond" platform, it realizes the conversion of non-bonded goods after cargo consolidation to bonded goods, greatly saving corporate logistics costs, shortening cargo transportation time, achieving smooth regional trade and logistics, and ensuring the stability of the industrial chain and supply chain.

"We use the 'Digital Comprehensive Bonded Logistics' platform to save more than 2 days for each batch of logistics and greatly reduce transportation costs through light-weight matching and logistics consolidation. It is preliminarily estimated that the cost of light textile products such as hygiene products and shoes can be reduced by 10% to 30%, and the cost of stone materials can be reduced by more than 50%." Wang Zhengping, Chairman of Fujian Luoxinuo International Trade Co., Ltd. said, "After the goods arrive directly in Romania, some of them will be transferred to neighboring European countries. Starting from next week, the goods will be shipped once a week, with 3 containers each time, and the frequency will be increased in the future depending on the situation."

To ensure the opening of the logistics line, Quanzhou Customs intervened in advance and formulated a special supervision plan to provide "one-on-one" bonded logistics policy guidance to enterprises to support them in making good use of policies. Moreover, by taking the action of "Smart Customs Power" as a starting point, it will accelerate the deployment of the function application of the "Digital Comprehensive Bonded Service" platform, realize one-stop efficient services of "declaration, review, inspection and release", and contribute to the high-quality development of the Belt and Road Initiative.

In the next step, Quanzhou Customs will continue to give full play to the policy advantages of the comprehensive bonded zone, and promote a series of measures such as "zone-port linkage", "innovation and optimization of supervision", and "opening up cross-provincial logistics channels" to improve the quality and efficiency of goods "Made in China" going overseas.
