(1) Online Processing: users can log in the integrated platform of “Internet + Customs” (http://online.customs.gov.cn) and enter the “Administrative Approval” section, then click “Registration of foreign production, processing and storage enterprises of imported plant products” for processing. (2) The competent departments of the exporting countries or regions shall recommend directly to the General Administration of Customs or through the embassies of the exporting countries or regions in China by letter, mail, etc. Address of General Administration of Customs: No.6 Jianguomennei Street, Dongcheng District, Beijing. |

Processing Flow (Written Instructions)
Registered enterprises for overseas production, processing and storage of plant products shall be recommended to the General Administration of Customs after passing the examination by the competent authorities of the exporting countries or regions.
The General Administration of Customs shall examine the recommended materials, and assign experts to the exporting country or region to inspect and evaluate the enterprises applying for registration when necessary after negotiating with the competent departments of the exporting country or region.
Overseas production, processing and storage enterprises that have passed the examination shall be registered, otherwise they shall not be registered.
