According to the Istanbul Convention (the Convention on Temporary Admission), the ATA Carnet System is the legal provisions that some goods (including means of transportation) imported or exported for special purposes may be exempted from the import tariff and from import and export licensing upon some conditions, and may be re-exported or re-imported within a specific period in their original state regardless of normal wastage from their use.
