1.1.1 Principal Authority Governing Trade
The government department responsible for trade in Poland is the Ministry of Economic Development and Technology. Its trade-related functions include formulating objectives for economic cooperation with foreign countries; cooperating with international economic organizations under the provisions of the European Union (EU) trade policy with third countries, particularly within the framework of the EU common commercial policy; promoting the economic development of Poland, including supporting exports and outward investment, attracting foreign direct investment; controlling the trade of strategic goods, technologies, and services related to national security; and managing the import and export of goods, services, and technologies. Additionally, the Ministry of Agriculture and Rural Development, Office of Competition and Consumer Protection (UOKiK), and other agencies also undertake functions related to trade policy.

1.1.3 Relevant Provisions on Trade Administration
Since Poland became a member of the EU on May 1, 2004, its trade with other EU member states adheres to the principles of the EU's single internal market. Trade between Poland and non-EU countries (third countries) is governed by the EU's common policy measures and instruments, such as common trade regulations and the Common Tariff Schedule. International trade agreements concluded by the EU with third countries are directly applicable in Poland. The Government of the Republic of Poland ("the Government of Poland") is primarily responsible for issuing import and export permits, as well as establishing import and export restrictions for non-economic reasons, such as the protection of human and animal health (pursuant to Article 36 of the Treaty establishing the European Community).
Relevant regulations can be found at: https://eur-lex.europa.eu/summary/chapter/07.html
1.1.4 Inspection and Quarantine of Imported and Exported Commodities
Poland imposes quarantine requirements on the importation of various animal and plant products, necessitating inspections of the characteristics of imported goods and the relevant information of importers. For specific instructions, please refer to the relevant website of the Government of Poland at: https://www.biznes.gov.pl/pl/opisy-procedur/-/proc/1522
1.1.5 Customs Administration Rules and Regulations
The Polish customs legal framework comprises directly applicable EU legislation and the national Customs Code, along with its corresponding regulations. Poland applies the European Community customs tariff system. The tariff schedule includes negotiated rates, which are applicable to WTO members or countries with Most-Favored-Nation (MFN) agreements concluded by the Community. Certain products (primarily foodstuffs) are subject to specific tariffs as per the tariff schedule and are not subject to MFN treatment or obligations under the World Trade Organization (WTO). The tariff rates vary for each product and are primarily determined by the product category and value, the country of origin, and additional market protection measures (such as anti-dumping duties). The amount of customs duties for specific goods can be calculated using the Integrated Tariff Information System (ISZTAR) available on the platform of the National Revenue Administration of Poland at https://ext-isztar4.mf.gov.pl/taryfa_celna/Calculate?l
