In order to further optimize the filing work of importers and exporters of imported food and promote the construction of "smart customs", the General Administration of Customs has enabled the "Unified Management Subsystem for Administrative Opposite Parties (Version 3.0)" imported food importer and exporter filing management function.
II. Filing Process
1. The importers of imported food can submit filing applications to the customs through China International Trade "Single Window" or "Internet + Customs".
2. The enterprise submits an application for filing to the local competent customs.
3. The competent customs of the place where the enterprise is located shall review, file and publish the list of domestic importers who meet the requirements, and reject the application of importers who fail to meet the requirements (in such a case, the enterprise may modify the application information and resubmit it).
4. Catalogue of handling materials
(1) Application form for filing of the consignee
(2) Internal structure, functions of departments and duties of positions related to food safety
(3) Varieties and storage places of food that it plans to deal in
(4) Instructions (food variety, quantity) shall be provided for those who have been engaged in food import, processing and sale within 2 years
III. Changes in Filing System
For importers of imported food that have been filed with the customs, the unified social credit code is used as the filing number, and the original enterprise filing number is no longer used.
The materials required for filing must be uploaded to the attachment in the new system.
IV. Precautions
I. When importing food, the food importer shall declare the Customs Declaration Form for Imported Goods of the People's Republic of China to the customs as a "domestic consignee". When filling in the declaration item of "enterprise qualification", the unified social credit code shall be filled in the column of "enterprise qualification number" under "509-Filing of Imported Food Importers".
II. The filing information of importers of imported food can be inquired through the "List of Administrative Counterparts with Specific Qualifications" column of the "Credit Publicity Platform of Import and Export Business of Customs of the People's Republic of China".
