Specifically, one expert located in the command center works together with field inspectors through real-time audio and video communication to complete inspection tasks. This ensures that inspection tasks are completed efficiently for multiple operations without compromising the scope of inspection or diluting enforcement standards.
II. Benefits of the "1+N" Local Inspection Model for Enterprises
1. The model significantly reduces costs for enterprises. The entire process from application to completion of inspection, can now be concluded within half a day, cutting the waiting time for local inspections by approximately 50 percent. Such efficiency supports enterprises in lowering operational costs and improving productivity.
2. Moreover, it accelerates the clearance of cargo, enabling "same-day application, same-day inspection" of urgent export goods. This helps avoid cargo accumulation, ensures rapid Customs clearance, and enhances the market competitiveness of enterprises.
III. Operational Platform for the "1+N" Local Inspection
1. The "1+N" local inspection model operates through a dedicated remote inspection platform within the Management System for Local Inspection Business.
2. An enterprise user manual has been published under the “Local Inspection” section of the China International Trade Single Window. Once receiving a notification for a remote inspection from Customs, enterprises may use the official "Single Window" mobile application to establish a remote connection via video with Customs officials and facilitate the inspection process.
IV. Restrictions on the Use of "1+N" Local Inspection
1. The "1+N" local inspection model is prohibited under any of the following circumstances, where the requirements and contents of a risk control directive cannot be effectively fulfilled through the "1+N" local inspection mechanism, or where its application may pose safety risks to the goods or their storage facilities;
2. Where the enterprises involved in the import or export operations are classified as discredited entities;
3. Where laws and regulations, departmental rules, or other normative Customs documents explicitly prohibit the use of the "1+N" local inspection model.
V. Maximizing the Benefits of the "1+N" Local Inspection for Enterprises
1. Enterprises should cooperate proactively by preparing facilities, equipment and relevant materials for inspection in advance, and punctually connect at the scheduled time to assist with tasks such as identity and location verification, identifying the correct goods, and moving as well as opening containers for inspection.
2. Enterprises should also maintain close communication with Customs by participating in briefing sessions and training programs, as well as seeking guidance from Customs experts to stay updated on the latest policies and requirements, including operational guidelines, scope of application, and other relevant rules.
