I. What is Cross-Border E-Commerce B2B Export?

Cross-Border E-Commerce B2B Export, also known as “Business-to-Business Export via Cross-Border E-Commerce”, is a trade model where domestic enterprises conclude transactions on cross-border e-commerce platforms, ship the goods to overseas buyers or warehouses via cross-border logistics, and submit the required electronic data in compliance with Customs regulations.

A Cross-Border E-Commerce Platform is defined as an information network system that provides services such as web space, virtual business premises, transaction rules, and information publishing to enable trading parties to conduct transactions independently. This encompasses both self-operated and third-party platforms, as well as domestic and overseas platforms.

II. Operational Models under the Cross-Border E-Commerce B2B Export Framework

Currently, two major business models are regulated under the Cross-Border E-Commerce B2B Export framework:

(I) Cross-border E-commerce Business-to-Business Direct Export

Referred to as “Cross-Border E-Commerce B2B Direct Export” (under Customs Supervision Code 9710), this model applies when a domestic enterprise, upon concluding a transaction with an overseas enterprise via a cross-border e-commerce platform, directly ships the goods to that enterprise through cross-border logistics.

(II) Cross-Border E-Commerce Business-to-Business Export Overseas Warehouse

Referred to as "Cross-Border E-Commerce Export Overseas Warehouses" (under Customs Supervision Code 9810), this model describes a process where a domestic enterprise first exports goods to an overseas warehouse via cross-border logistics. Subsequent sales to overseas buyers are then completed via a cross-border e-commerce platform, with final delivery fulfilled from that warehouse.

III. Understanding Enterprise Eligibility and Facilitation Measures

(I) Filing Requirement for Domestic Enterprises

All domestic entities engaged in B2B export operations conducted via cross-border e-commerce, including cross-border e-commerce firms, platform operators, and logistics companies, must complete the filing procedure with their local Customs authority as per the relevant regulations on the registration of declaring entities.

(II) No Separate Registration for Overseas Warehouse Exports via Cross-Border E-Commerce

Enterprises exporting goods to overseas warehouses via cross-border e-commerce are no longer required to complete a registration specifically for the “export-to-overseas-warehouse” business model with Customs.

IV. Understanding Customs Clearance Requirements and Facilitation Measures

(I) Prior to the declaration of goods under the Cross-Border E-Commerce B2B Export scheme, the e-commerce enterprise (or its appointed Customs broker) and the logistics provider must respectively transmit transaction and logistics data to Customs authority via the China International Trade Single Window or a dedicated Customs clearance service platform for cross-border e-commerce. While no proof of payment is required, these parties are legally responsible for the authenticity of all data transmitted.

(II) All goods exported under the Coss-Border E-Commerce B2B model must comply with applicable inspection and quarantine regulations.

(III) In the event of a Customs inspection, cross-border e-commerce firms (or their appointed Customs brokers) and the operators of supervision sites must provide full cooperation in accordance with regulatory requirements. Notably, Customs conducts inspections under regulations which may accord priority to goods exported under the Cross-Border E-Commerce B2B model.

(IV) Goods exported under this Coss-Border E-Commerce B2B model are cleared under the national Customs clearance integration model and are also eligible for Customs transit under the dedicated “Cross-Border E-Commerce” process.
