Ningbo Daily: The new "two-step declaration" model debuts in the cross-border e-commerce sector

On the inaugural nationwide implementation day of the GACC's "two-step declaration" reform, Zhejiang FTZ Quanshang E-commerce Co., Ltd. successfully cleared imported shampoo, footwear, plush toys and other goods through this new model at Ningbo Bonded Zone Customs.

This milestone demonstrates the sustained benefits of the "two-step declaration" reform in Ningbo, marking its first application in cross-border e-commerce operations.

The "two-step declaration" initiative represents a key customs measure to streamline port operations and enhance cross-border trade efficiency. Businesses may first submit essential declarations for expedited cargo release, followed by comprehensive declaration submission within stipulated timelines.

On May 6 this year, the GACC launched a pilot program to optimize the "two-step declaration" reform simultaneously at 11 business sites under nine directly subordinate customs offices, including Ningbo Customs and Nanjing Customs. The program was fully implemented yesterday, aiming to streamline customs clearance procedures for enterprises.

What makes the new model "new"? The key lies in "integration" and "streamlining".

On one hand, the new model integrates the declaration interfaces of "two-step declaration" and "single declaration, phased processing", enabling unified entry operations. It also allows enterprises to upload supporting documents such as certificates of origin and inspection and quarantine certificates during the summary declaration stage.

On the other hand, the declaration items have been further streamlined. During the summary declaration stage, there is no need to select complex items related to taxes, certificates, or inspections. The dynamic management of the negative list has been implemented to clarify the scope of prohibited and restricted controls and special commodities, while relaxing the requirements for complete declarations, eliminating the need to wait for goods to be picked up.

"The new model is like a 'tailor-made solution' for our cross-border e-commerce business," said Li Sun, E-commerce Director of Quanshang.

Traditionally, cross-border e-commerce imports often involve numerous product names and diverse categories. The high labor costs for overseas inventory sorting lead to less accurate product information provided by foreign shippers. Companies struggle to obtain complete product details before physical inspection, making precise declaration challenging.

The innovative "Two-Step Declaration" model enables companies to first submit a preliminary declaration with key information for cargo pickup, and complete the full documentation later. This approach effectively eliminates the costly overseas inventory sorting process.

"Now we can conduct inventory sorting before customs declaration. This not only reduces declaration errors but significantly improves clearance efficiency while substantially lowering our operational and logistics costs," Li Sun explained.
