In order to implement the Several Opinions of the State Council on Promoting High-Level Opening Up and High-quality Development in the Comprehensive Bonded Zone (GF [2019] No. 3), the State Council decided, after the risk analysis, to implement the supervision mode of “Enter Firstand Detect Later” for the inspection of Animal and Plant Productsimported into the comprehensive bonded zone from overseas. The relevant matters are hereby notified as follows:

I. Animal and Plant Productsrefer to the Animal and Plant Products(excluding food) that shall be inspected and quarantined in accordance with the provisions of the laws and regulations of our country after entering the comprehensive bonded zone from overseas and then being transported outside the territory of China, orwas transported outside the territory of China after processing.

II. The inspection items include agricultural (animal) drug residues, environmental pollutants, bio-toxins, heavy metals and other safety and sanitary items related to animal and plant products.

III. The supervision mode of “Enter First and Detect Later” shall be implemented in accordance with the following rules: after the animal and plant products completed the animals and plants quarantine procedures at the entry port, items that need to be inspected may first enter the supervision storage in the comprehensive bonded zone, and the customs shall conduct the sampling inspection and comprehensive evaluation of the relevant inspection items, and shall carry out the follow-up treatment according to the test results.

This Notification shall come into effect as of the date of promulgation.
