To protect our health, implementing scientifically proven mosquito prevention and elimination measures is of utmost importance. Next, let us examine the customs classification standards for several commonly used anti-mosquito products.

 I. Mosquito Nets

A mosquito net serves as a highly effective mosquito prevention tool. Its 360-degree enclosed design ensures to keep mosquitoes, including newly hatched ones, outside when properly installed and free of holes. Commonly made from lightweight, breathable, and durable mesh materials, standard mosquito nets are environmentally friendly and safe, especially suitable for families with children who prioritize a non-chemical approach to mosquito prevention.

Classification recommendation: According to the 2025 Customs Import and Export Tariff of the People's Republic of China (hereinafter referred to as "Tariff"), mosquito nets are classified under Heading 63.04, designated for other textile-made decorative articles. According to the varying weaving methods and materials, classifications are specified as follows: Warp-knitted fabric products treated with α-cypermethrin(ISO),chlorfenapyr(ISO),deltamethrin(INN, ISO), beta-cyhalothrin(ISO),pyrethrin(ISO), or methylpyrimidine phosphate (ISO) are explicitly covered under the subheading notes of Chapter 63 in the "Tariff". These non-handmade mosquito nets fall under tariff line 6304.2090. Other mosquito nets, if not conforming to these specifics, are classified as Knitted (non-handmade) under 6304.9129, Crocheted (non-handmade) under 6304.9139, Non-knitted Non-crocheted Cotton (unembroidered) under 6304.9290, and Non-knitted Non-crocheted Synthetic Fiber (unembroidered) mosquito nets under 6304.9390.

II. Mosquito-repellent Incenses

Mosquito-repellent incenses are products crafted to repel or exterminate mosquitoes by emitting insecticides into the air through high-temperature combustion. China has a rich history in using mosquito-repellent incenses. As early as the Southern Song Dynasty, centuries ago, similar mosquito-repelling sticks made from traditional Chinese medicine were developed and utilized. Apart from traditional coil-type mosquito incense, various modern alternatives are available on the market, including sheet-type electric repellents and liquid electric mosquito repellents. The sheet-type electric mosquito repellent employs a principle of infusing insecticide into a paper substrate, which releases the substance via heating, with a typical efficacy span of approximately 6-8 hours. Liquid electric mosquito repellents operate utilizing the capillary action principle, enabling continuous dispersal of insecticide substances through sustained heating. It is crucial to acknowledge that pyrethroids, the main active component within mosquito-repellent incenses, are considered low-toxicity insecticides. However, exercising caution is advised when used in surroundings accommodating infants and pregnant individuals.

Classification recommendation: Mosquito-repellent incenses are explicitly listed within the "Tariff" and should be categorized under tariff line 3808.9111.

III. Mosquito Repellent Spray (Liquid Mosquito Repellent)

The mechanism of mosquito repellent spray (commonly referred to as liquid mosquito repellent) involves applying repellent compounds on the skin, which disorient mosquito olfactory and neural responses. This action masks human-emitted scent signals such as amino acids, lactic acid, and carbon dioxide, effectively preventing mosquitoes from identifying their source. At present, the commonly used effective mosquito-repellent components in China include DEET, IR3535,Picaridin, and lemon eucalyptus oil.

Classification recommendation: According to the "Tariff" regulations, mosquito repellent spray (liquid mosquito repellent) corresponds to Heading 38.08—Insecticides (Repellents), and should be classified under tariff line 3808.9119 as other insecticides.

IV. Mosquito Repellent Bracelets

Mosquito repellent bracelets are fashionable accessories that provide mosquito-repelling properties while emitting pleasant fragrances. They are generally composed of high-quality silicone integrated with mosquito-repellent modules. Common ingredients in mosquito-repellent modules include natural essential oils such as lemongrass, lavender, and clove. A few modules also utilize chemical repellents like DEET and IR3535. Mosquito repellent bracelets are convenient to use, offer personal protection, and are suitable for the majority of individuals.

Classification recommendation: Based on their repelling principles and effectiveness, mosquito repellent bracelets comply with the provisions of Heading 38.08 in the "Tariff" and should also be classified under tariff line 3808.9119 as other insecticides.

V. Electric Mosquito Swatters

The electric mosquito swatter is a compact household appliance mainly comprising a high-frequency oscillation circuit, a triple-voltage rectification circuit, and a high-voltage electrostatic shock grid. During its operation, a direct current high voltage of approximately 1850V is induced between the dual-layer grids via the boosting circuit, creating a potent electrostatic field with strong adhesion properties. When pests such as mosquitoes and flies approach, they are attracted into the gap between the grids, where the generated current instantly exterminates them through electrocution. The electric mosquito swatter is highly practical, easy to use, and free of chemical pollutants. It has gained widespread popularity as an indispensable summer mosquito control tool.

Classification recommendation: Following the functional mechanism of the electric mosquito swatter, it should be categorized under tariff line 8543.7099 as an electrical device with independent functions not specified elsewhere.

VI. Mosquito Repellent Lamp

Studies conducted by entomologists on mosquito physiology reveal that mosquitoes are significantly sensitive and attracted to specific types of light while strongly repelled by others. Using this principle, researchers have developed a specialized light source effective for repelling mosquitoes due to their aversion to it. The mosquito repellent lamp emits yellow light, filters out ultraviolet and infrared wavelengths, and poses virtually no pollution or harm to humans or the environment, making it a preferable option for eco-friendly and safe mosquito control.

Classification recommendation: According to the "Tariff", mosquito repellent lamps are classified under Heading 94.05 as other luminaires and lighting equipment not specified elsewhere. They are further categorized by their light source: lamps exclusively using Light-Emitting Diode (LED) technology fall under tariff line 9405.4290, while others employing alternate light sources are listed under tariff line 9405.4990.
