I. Preparation Before Application

Before exporting, enterprises need to understand the relevant laws and regulations of the exporting country or region on automobile products to ensure that the exported products meet the mandatory technical requirements in the fields of safety, environmental protection, energy conservation, etc.

When necessary, detailed insights into the automotive technical regulations and product market access management systems of the trading country or region can be obtained through specialized technical institutions.

II. Export Declaration

According to the relevant requirements of customs declaration specifications, enterprises shall submit necessary certificates and approval documents such as export licenses, packing lists, invoices, contracts, bills of lading, and power of attorney for agency customs declaration issued by the commerce department, and declare to the customs through the China International Trade Single Window. The national integrated customs clearance model applies to automobile exports, allowing enterprises to independently select the location for export declaration and the exit port.

Reminder: New pure electric vehicles do not require an export license.

III. Arrival of Goods

Once all new energy vehicles have arrived at the customs-regulated operation site, the operator of the relevant facility will electronically submit an arrival report to customs. After receiving the report, the customs will handle the inspection or release procedures for goods and articles.

Reminder: The China International Trade Single Window will simultaneously provide relevant feedback, and companies are required to promptly monitor their customs clearance status.

IV. Release of Goods

The customs will comprehensively assess whether to inspect the goods based on product risk levels and corporate credit ratings.

For goods that fail to be inspected, the customs will release them according to regulatory requirements.

For goods that are inspected and found to be normal, the customs will release them according to regulatory requirements; for goods with abnormal inspections, after being disposed of by the customs, if they meet regulatory requirements, the customs will release them.

After the customs completes the release of the customs declaration form, the enterprise shall go to the supervision site to handle the goods shipment procedures with the customs electronic or paper release certificate.

V. Departure Customs Clearance

After the goods are shipped, the customs will clear the qualified declaration forms.
