The Filing of Overseas Warehouse Enterprises for Cross-border E-commerce Exports Will be Cancelled

Beijing, November 28 (People's Daily Overseas Edition) (Reporter: Wang Junling) - The General Administration of Customs recently issued an announcement announcing the latest measures to optimize the export supervision of cross-border e-commerce. These measures mainly include: canceling the filing of overseas warehouse enterprises for cross-border e-commerce exports, simplifying the declaration procedures of export documents, expanding the pilot of "inspection before shipment" for LCL export goods, and promoting the supervision model of cross-customs return in cross-border e-commerce retail exports. They will be implemented from December 15.

It is understood that enterprises engaged in overseas warehouse business for cross-border e-commerce exports do not need to go through the filing of overseas warehouse business mode with the customs. Moreover, enterprises still need to transmit electronic data of warehouse order to the customs in the declaration process and are responsible for the authenticity. The pilot supervision mode of "inspection before shipment" for LCL export goods will be carried out in 12 directly affiliated customs offices such as Shanghai, Hangzhou, Ningbo, Xiamen, Qingdao, Zhengzhou, Wuhan, Changsha, Guangzhou, Huangpu, Chengdu and Xi'an Customs. Cross-border e-commerce export goods will be allowed to enter the workplaces (sites) under customs supervision in the form of bulk cargo, undergo customs inspection first, and then be flexibly shipped according to actual needs.
