Rules on the Administration of Compulsory Product Certification
Stroller Products
Released on June 1, 2020, Effective on July 1, 2020
Promulgated by the Certification and Accreditation Administration of the PRC.
These rules stipulate the basic principles of compulsory certification of stroller products on the basis of the safety risks and the certification risks of the products.
Stroller products shall not endanger the safety or health of the users or third parties when used in a predetermined or foreseeable manner. When stroller products are intended for use by children of a specific age, the ability of the user and, where appropriate, that of his or her guardian should be taken into account.
In order to meet the above basic safety requirements, the certification applicant should ensure that the stroller products entering the Chinese market meet the standards based on certification, mandatory product certification and the CCC mark.
These rules shall be used in conjunction with "Implementation Rules on Compulsory Product Certification: Enterprise Classification Management, Certification Model Selection and Determination”, "Implementation Rules on Compulsory Product Certification: The Use of Production Enterprises’ Testing Resources and Other Certification Results", "Implementation Rules on Compulsory Product Certification: General requirements for Factory Inspection" and other general implementation rules.
The certification agency shall, in accordance with the general implementation rules and the requirements of these rules, formulate the detailed implementing rules for certification and implement them together with these rules.
These rules apply to stroller products, including children's bicycles, tricycles, strollers and baby walkers.
The specific scope of application and the adjustment to the scope of application arising from the changes in laws and regulations or the relevant product standards, technologies, industrial policies and other factors shall be subject to the announcement issued by the State Administration for Market Regulation (CNCA).
Children's bicycle: GB14746 "Safety requirements for bicycles for young children"; Children's tricycle: GB14747 "Safety requirements for tricycles for young children"; Children's stroller: GB14748 "Safety requirements for strollers for young children".
Baby walker: GB14749 "Safety requirements of baby walkers”.
The above standards should, in principle, be the latest versions issued by the national standardization administrative department. When other versions of the standard are used, the announcement regarding the requirements set forth in the applicable relevant standard issued by CNCA shall be followed.
Basic mode of compulsory certification of stroller products:
Type test + inspection of enterprise quality assurance ability and product consistency (initial factory inspection) + post-certification supervision.
Where a small quantity of stroller products leaves the factory or gets imported in single batches, they may be exempted from the post-certification supervision. Relevant requirements shall be specified in the implementing rules of certification by certification agencies, and the specific quantity shall be determined by certification agencies and certification applicants through negotiation.
The abovementioned post-certification supervision refers to any or combination of the three methods, namely, follow-up inspection after the certification, sampling test or inspection at the production site, and market sampling test or inspection.
Certification institutions shall, in accordance with the requirements of the “Rules for the Implementation of Compulsory Product Certification on the Selection and Determination of Classified Management and Certification Modes of Manufacturing Enterprises”, carry out classified management of production enterprises, and shall, in combination with the results of classified management, increase relevant elements such as the quality assurance capability of enterprises and product consistency check on the basis of the basic certification mode, and combine various methods of supervision after obtaining the certification, so as to determine the certification mode applicable to certification applicants.
In principle, the stroller products should be divided into different certification units according to the main materials and the load-bearing structure. A certification agency shall clarify the specific requirements for the classification of certified units in the detailed rules for the implementation of certification.
The same products produced by the same producer or different producers, or the same products produced by different producers or the same producers, may be divided into the same certification unit.
Where the certification applicant shall submit a certification application to a certification institute in a proper manner, the Certification Institute shall deal with the certification application and feed back the information on acceptance or rejection in accordance with the time limit as prescribed in the Implementing Rules for Certification.
Certification agencies shall not accept the relevant certification application in case of incompliance with the laws and regulations of the State and the requirements of relevant industrial policies.
Certification Bodies shall, in accordance with the laws, regulations, standards and the needs for the implementation of certification, specify the list of entrusted materials (which shall at least include the letter of authorization or contract for certification, the registration certificate of the manufacturer of the certification applicant, etc.) in the implementing rules of certification.
If necessary, for production enterprises exempted from the quality assurance ability and product consistency inspection during the implementation of certification, the certification agency may require the applicant to submit a self-assessment report on the factory's quality assurance ability and product consistency control.
The certification applicant shall provide the required materials in accordance with the requirements of the list of commission materials in the implementation rules for certification. Certification agencies shall be responsible for review, management, preservation and confidentiality of relevant materials, and inform certification applicants of the review results of materials.
A certification agency shall agree with the applicant concerned on the relevant responsibilities of both parties in all stages of the implementation of the certification, and shall, in light of the actual conditions of the manufacturer and the classified management and in accordance with the requirements of the Rules and the Implementing Rules of Certification, determine the specific scheme for the implementation of the certification and notify the applicant concerned.
A certification agency shall clarify the specific requirements for the type tests in the implementing rules for certification.
6.1.1 Type test plan
A certification agency shall, after reviewing the materials, formulate a type test plan and notify it to the certification applicant.
The type test plan shall include the requirements and quantity of all samples for the type test, inspection standards and inspection items, etc.
6.1.2 Sample requirements of type test
Certification authorities shall specify the relevant requirements for the delivery of samples of certified products in the implementing rules for certification. In general, the samples for a type test shall be determined in accordance with the requirements of the type test plan or the detailed implementation rules for certification and shall be delivered by the certification applicant; if necessary, the certification agency may also obtain the samples by way of on-site sampling and sealing.
Certification applicants shall ensure the consistency of the samples provided with the products actually produced. Certification authorities and or laboratories shall review the authenticity of the samples provided by certification applicants. If laboratories have doubts about the authenticity of the samples, they shall explain the situation to certification authorities and take corresponding actions.
6.1.3 Type test items
The type test of stroller products should meet the requirements of the
relevant provisions of the certification standards.
6.1.4 Implementation of type tests
A certification applicant may select a laboratory designated by the Certification and Accreditation Administration to complete the type test. In order to ensure the traceability of the testing process and results, the laboratory carries out type tests on the samples and records the whole testing process and results.
The certification applicant can first implement the type test before proposing certification commission to the certification agency. The certification agency shall clarify the relevant requirements for the acceptance of the prior implementation type tests by the certification applicant in the detailed implementation rules.
6.1.5 Type test report
The certification agency shall provide a unified format for type tests.
Upon completion of a type test, the lab shall promptly issue a type test report to the certification entrusting party and the certification agency (if determined). The report shall contain a description of all the necessary information about the product in the certification unit. The certification applicant shall ensure that they are able to provide complete and effective type test reports to certification bodies and law enforcement authorities when they are under supervision after obtaining certification.
Inspection of enterprise quality assurance ability and product consistency refers to the evaluation on whether the enterprise quality assurance ability and product consistency control meet the certification requirements by the certification agency.
The certification agency shall specify the relevant requirements of enterprise quality assurance ability and product consistency in the detailed implementation rules
The certification applicant and the production enterprise shall establish, implement and continuously maintain enterprise quality assurance ability and product consistency control system to ensure that certification products continue to meet the certification requirements.
The certification agency shall conduct the compliance inspection of the enterprise quality assurance ability and product consistency control system and the inspection shall cover all processing sites of certification products. If necessary, the certification agency can go outside the production enterprise to implement the extended inspection.
For the certification producers and production enterprises, the certification agency can simplify the timing and content of inspection of the enterprise quality assurance ability and product consistency control system and clarify it in the implementation details for certification.
A certification agency shall conduct a comprehensive evaluation of the model test conclusions, the quality assurance capacity of the enterprise and the product consistency inspection conclusions. For those complying with the certification requirements, certificates shall be issued for each certification unit; for those failing to comply with the certification requirements, certificates shall be issued for each certification unit.
A certification agency shall clearly prescribe the time limit for each link of certification in the detailed implementation rules of certification and ensure that the relevant tasks are completed within the prescribed time limit. The certification applicant shall actively cooperate with the certification activities. Where the certification requirements are satisfied, the certification agency shall generally issue the certification certificate to the certification applicant within 90 days as of the date of accepting the certification application.
Post-certification supervision refers to the supervision implemented by the certification agency for certified products and their producers. Certification bodies shall be combined with the classified management of producers and the actual situation and clarify the specific requirements of the choice of the mode of the inspection after certification.
The certification agency shall, on the basis of classified management of producers, conduct effective follow-up inspections on certified products and producers so as to verify continuous compliance of quality assurance capacity of enterprises with certification requirements, ensure continuous compliance of certification products with certification basis, standards and requirements, and maintain consistency with samples used for type test.
The follow-up inspection after certification shall be conducted during the normal production of the producer and the preferred option is not to notify the inspected party in advance. For non-continuous production products, the certification applicant shall submit the relevant production plan to the certification agency to facilitate the effective implementation of the follow-up inspection after certification. If necessary, the certification agency can go outside the production enterprise to implement the extended inspection.
Certification bodies shall be in accordance with the "Implementation Rules for Compulsory Product Certification: Factory Quality Assurance Ability Requirements" and "Implementation Rules on Compulsory Product Certification: General requirements for Factory Inspection", develop and clarify the specific requirements of the follow-up inspection after certification in the implementation rules for certification.
Where post-certification supervision is implemented by way of sampling samples from production sites for testing or inspection, certification applicants, manufacturers and manufacturers shall cooperate.
Certification agencies shall specify the contents and requirements of sampling samples from production sites for testing or inspection in the implementing rules for certification.
If a manufacturing enterprise meets the testing conditions as specified in the Requirements for the Use of Testing Resources and Other Certification Results of Manufacturing Enterprises as specified in the Implementing Rules for Compulsory Product Certification and the basis and standards for certification, the certification agency may use the testing resources of the manufacturing enterprise to carry out testing, and recognize the relevant results. If a production enterprise does not have the above-mentioned testing conditions, it shall send the samples to the designated laboratory for testing. Certification institutions shall, in the implementing rules for certification, clarify the specific requirements and procedures for testing by using the testing resources of production enterprises.
Where post-certification supervision is implemented by means of market sampling test or inspection, certification applicants, manufacturers and manufacturers shall cooperate and confirm samples drawn from the market.
Certification agencies shall specify the contents and requirements of market sampling tests or inspections in the implementing rules for certification.
Certification institutions shall, on the basis of classified management of manufacturers, adopt different post-certification supervision frequencies for manufacturers of different categories and reasonably determine supervision time, the specific principles of which shall be clarified in the implementing rules for certification.
Certification agencies shall record and file the whole process of post-certification supervision to ensure the traceability of the certification process and results.
Certification authorities shall make a comprehensive evaluation on the conclusions of follow-up inspection, conclusions of random samples for testing or inspection and the relevant materials and information. Where the certification agency passes the evaluation, it may keep the certification certificate and use the CCC mark continuously; where the certification agency fails to pass the evaluation, it shall suspend or revoke the certification certificate as the case may be, and make public the suspension or revocation.
The product certification certificate covered by these Rules shall be valid for five years. Within the validity period, the validity of the certificate shall be maintained by relying on the post-certification supervision of the certification agency.
Where it is necessary to renew the use of the certificate upon the expiration of the validity period, the certification applicant shall, within 90days before the expiration of the certificate. Where the last supervision result after obtaining the certificate passes the evaluation, the certification agency shall directly replace the certificate with a new one after receiving the certification application. For a small number of single batches of ex-factory/imported stroller products, the validity of the certificate shall not exceed 6 months, and the expiration shall not be renewed.
After obtaining a certificate, where there is a change in the certificate, product features or other matters stipulated by the certification agency, or the certification applicant needs to expand the scope of products covered by the certificate obtained, the certification applicant shall propose to the certification agency to change and expand the application, and such change and extension may be implemented only upon the approval of the certification agency.
The certification agency shall, subject to risk control, specify the requirements for the change and expansion in the implementation rules for certification, and conduct document review, detection and inspection (where applicable) on the changed or extended contents.
The cancellation, suspension and revocation of certificates of certification shall be implemented in accordance with the “Administrative Provisions on Compulsory Product Certification”, the “Implementation Rules for the Cancellation, Suspension and Revocation of Certificates of Compulsory Product Certification” and the relevant provisions of the certification agency. The certification agency shall determine the types and scope of products that fail to meet the certification requirements, and shall, in a proper manner, announce the certificates that have been canceled, suspended and revoked.
The use of certificates shall comply with the requirements of the “Administrative Regulations on Compulsory Product Certification”.
If a stroller product is subject to compulsory product certification and the certificate has been obtained in accordance with this rule, it shall affix the standard CCC mark or print a molded CCC mark at the appropriate position of the product body or on the product label. If the CCC mark cannot be affixed on the product body, the CCC mark shall be affixed on the smallest sales packages.

The certification applicant shall ensure the management and use of CCC marks in compliance with the “Administrative Regulations on Compulsory Product Certification”, the “Administrative Requirements on Compulsory Product Certification Marks”, etc.
The certification agency and laboratories shall formulate and publicize the relevant charging standards, and charge to the certification applicant by charging standards or the price specified in the contract.
The certification agency shall be responsible for the certification conclusions made by it. Laboratories shall be responsible for the test results and report.
The certification agency and the factory inspectors it assigns shall be responsible for the factory inspection conclusions.
The certification applicant shall be responsible for the authenticity and legality of the application materials and samples it submits.
The certification agency shall, in accordance with the principles and requirements of these Rules, formulate scientific, reasonable and operable detailed rules for the implementation of certification. The detailed rules for the implementation of certification shall be publicized and implemented after being put on record at the Certification and Accreditation Administration.
